The county authority issues regulations concern<strong>in</strong>g school days and holidays dur<strong>in</strong>g the<br />

school year <strong>for</strong> the pupils. The regulations shall take be adapted to national tests and<br />

exam<strong>in</strong>ations. The requirements stated <strong>in</strong> section 38, first paragraph (c) of the Public<br />

Adm<strong>in</strong>istration <strong>Act</strong> concern<strong>in</strong>g publication <strong>in</strong> the Norwegian Legal Gazette do not apply.<br />

The M<strong>in</strong>istry may issue regulations concern<strong>in</strong>g the daily number of teach<strong>in</strong>g hours and<br />

breaks <strong>for</strong> the pupils.<br />

Section 3-3. Organisation of upper secondary education and tra<strong>in</strong><strong>in</strong>g<br />

Upper secondary education and tra<strong>in</strong><strong>in</strong>g shall lead to university and college admissions<br />

certification, vocational qualifications or documented partial competence.<br />

<strong>Education</strong> <strong>in</strong> school shall consist of Upper secondary level 1, Upper secondary level 2 and<br />

Upper secondary level 3. Each level shall normally last one school year.<br />

Vocational tra<strong>in</strong><strong>in</strong>g normally <strong>in</strong>volves two years’ education <strong>in</strong> school and one year’s<br />

apprenticeship tra<strong>in</strong><strong>in</strong>g. When apprenticeship tra<strong>in</strong><strong>in</strong>g is comb<strong>in</strong>ed with productive work <strong>in</strong><br />

the enterprise, the apprenticeship tra<strong>in</strong><strong>in</strong>g may extend over two years. The M<strong>in</strong>istry issues<br />

regulations <strong>in</strong> accordance with section 3-4 first paragraph concern<strong>in</strong>g which subjects are<br />

to have apprenticeship tra<strong>in</strong><strong>in</strong>g <strong>in</strong> enterprises, and more detailed regulations about the<br />

tra<strong>in</strong><strong>in</strong>g schemes <strong>for</strong> the different subjects.<br />

In <strong>in</strong>dividual cases the county authority may approve an apprenticeship contract or tra<strong>in</strong><strong>in</strong>g<br />

contract conta<strong>in</strong><strong>in</strong>g deviations from the determ<strong>in</strong>ed apprenticeship scheme. The M<strong>in</strong>istry<br />

may issue further regulations.<br />

If the county authority is not able to procure apprenticeship tra<strong>in</strong><strong>in</strong>g <strong>in</strong> an enterprise <strong>for</strong><br />

those who wish it, the apprenticeship tra<strong>in</strong><strong>in</strong>g must also take place at school.<br />

The county authority must offer <strong>in</strong>struction that apprentices and tra<strong>in</strong><strong>in</strong>g candidates are<br />

unable to receive <strong>in</strong> the tra<strong>in</strong><strong>in</strong>g establishments.<br />

Section 3-4. Content and assessment <strong>in</strong> upper secondary education and tra<strong>in</strong><strong>in</strong>g<br />

The M<strong>in</strong>istry issues regulations concern<strong>in</strong>g levels and programme areas, concern<strong>in</strong>g<br />

subjects, educational objectives, the scope and content of <strong>in</strong>struction <strong>in</strong> subjects and the<br />

organisation of the education and tra<strong>in</strong><strong>in</strong>g. The M<strong>in</strong>istry issues regulations concern<strong>in</strong>g the<br />

assessment of pupils, apprentices, tra<strong>in</strong><strong>in</strong>g candidates, external candidates and<br />

candidates <strong>for</strong> experience-based trade certification, concern<strong>in</strong>g compla<strong>in</strong>ts aga<strong>in</strong>st<br />

assessments and concern<strong>in</strong>g exam<strong>in</strong>ations, trade and journeyman’s exam<strong>in</strong>ations and
