Persons who are to take up appo<strong>in</strong>tments <strong>in</strong> upper secondary education must present a<br />
police certificate. The police certificate shall <strong>in</strong>dicate whether the person concerned is/has<br />
been charged, <strong>in</strong>dicted or found guilty of sexual abuse.<br />
The M<strong>in</strong>istry issues further regulations.<br />

Section 10-10. Collective agreements concern<strong>in</strong>g pay and work<strong>in</strong>g conditions<br />
For positions that fall with<strong>in</strong> this <strong>Act</strong>, pay and work<strong>in</strong>g conditions are laid down <strong>in</strong> the<br />
collective agreement. The K<strong>in</strong>g <strong>in</strong> Council stipulates who shall negotiate with the trade<br />
unions that have the right to negotiate pay and work<strong>in</strong>g conditions.<br />
Chapter 11. School bodies <strong>for</strong> user participation<br />
Section 11-1. Coord<strong>in</strong>at<strong>in</strong>g committees at primary and lower secondary schools<br />
At each primary and lower secondary school there shall be a coord<strong>in</strong>at<strong>in</strong>g committee with<br />
two representatives <strong>for</strong> the teach<strong>in</strong>g staff, one <strong>for</strong> other employees, two <strong>for</strong> the parents’<br />
council, two <strong>for</strong> the pupils and two <strong>for</strong> the municipality. One of the representatives <strong>for</strong> the<br />
municipality shall be the head teacher of the school. The pupils’ representatives shall not<br />
be present when matters subject to the duty of confidentiality pursuant to statutes or<br />
regulations are dealt with by the coord<strong>in</strong>at<strong>in</strong>g committee.<br />
The coord<strong>in</strong>at<strong>in</strong>g committee has the right to express its views on all matters relat<strong>in</strong>g to the<br />
school.<br />
If adm<strong>in</strong>istrative tasks are delegated to the coord<strong>in</strong>at<strong>in</strong>g committee by the municipality, the<br />
municipality may appo<strong>in</strong>t additional representatives to the coord<strong>in</strong>at<strong>in</strong>g committee. The<br />
municipality may appo<strong>in</strong>t the coord<strong>in</strong>at<strong>in</strong>g committee to act as the school board pursuant<br />
to section 11 and section 20, paragraph 4 of the Local Government <strong>Act</strong>. If the municipality<br />
appo<strong>in</strong>ts a board <strong>for</strong> the school other than the coord<strong>in</strong>at<strong>in</strong>g committee, at least two<br />
representatives from the parents’ council shall sit on the board. None of the groups<br />
consist<strong>in</strong>g of pupils, staff or parents may alone hold a majority of seats on the board. The<br />
head teacher has the right to attend, speak and submit proposals.<br />
The municipality may establish a jo<strong>in</strong>t coord<strong>in</strong>at<strong>in</strong>g committee <strong>for</strong> primary and lower<br />
secondary school and municipal k<strong>in</strong>dergarten. By agreement, a correspond<strong>in</strong>g<br />
arrangement can be made between a private k<strong>in</strong>dergarten and a municipal school. The<br />
committee shall have two representatives <strong>for</strong> the pupils, one representative <strong>for</strong> the<br />
teach<strong>in</strong>g staff, one representative <strong>for</strong> other employees of the school, two representatives<br />
<strong>for</strong> the k<strong>in</strong>dergarten staff, two representatives <strong>for</strong> the parents’ council at the school and<br />
two representatives <strong>for</strong> the parents’ council at the k<strong>in</strong>dergarten. In addition to the<br />
representatives <strong>for</strong> the municipality pursuant to the first and third paragraph, the owner of<br />
the k<strong>in</strong>dergarten may appo<strong>in</strong>t up to two members.<br />
