tra<strong>in</strong><strong>in</strong>g (tra<strong>in</strong><strong>in</strong>g offices or tra<strong>in</strong><strong>in</strong>g circles). The tra<strong>in</strong><strong>in</strong>g establishment must have been<br />
professionally assessed by the county vocational tra<strong>in</strong><strong>in</strong>g board be<strong>for</strong>e the county<br />
authority can give it its approval. The county authority shall place decisive emphasis on<br />
the professional assessment of the vocational tra<strong>in</strong><strong>in</strong>g board be<strong>for</strong>e mak<strong>in</strong>g a f<strong>in</strong>al<br />
decision.<br />
To ga<strong>in</strong> approval as a vocational tra<strong>in</strong><strong>in</strong>g office or tra<strong>in</strong><strong>in</strong>g circle, the <strong>in</strong>dividual enterprises<br />
mak<strong>in</strong>g up the office or r<strong>in</strong>g must be approved by the county authority. If the tra<strong>in</strong><strong>in</strong>g office<br />
or tra<strong>in</strong><strong>in</strong>g circle changes <strong>in</strong> the way it is composed, the office or circle must notify the<br />
county authority which must then reassess its approval.<br />
A tra<strong>in</strong><strong>in</strong>g establishment must be able to provide tra<strong>in</strong><strong>in</strong>g that satisfies the requirements<br />
laid down <strong>in</strong> regulations pursuant to section 3-4 concern<strong>in</strong>g the content of tra<strong>in</strong><strong>in</strong>g. In the<br />
event of the tra<strong>in</strong><strong>in</strong>g establishment be<strong>in</strong>g a tra<strong>in</strong><strong>in</strong>g office or a tra<strong>in</strong><strong>in</strong>g circle, the<br />
collaborat<strong>in</strong>g enterprises must provide documentation that they together satisfy the<br />
requirements <strong>in</strong> section 3-4 of the regulations concern<strong>in</strong>g the content of tra<strong>in</strong><strong>in</strong>g. The<br />
tra<strong>in</strong><strong>in</strong>g office must have rules regulat<strong>in</strong>g the relations between the collaborat<strong>in</strong>g<br />
enterprises. The tra<strong>in</strong><strong>in</strong>g circle must have regulations govern<strong>in</strong>g the relations between the<br />
cooperat<strong>in</strong>g enterprises. These regulations shall determ<strong>in</strong>e which tra<strong>in</strong><strong>in</strong>g is to be<br />
provided by the <strong>in</strong>dividual enterprise, and how the grant is to be allocated among the<br />
enterprises. A tra<strong>in</strong><strong>in</strong>g establishment must have <strong>in</strong> its employ one or more professionally<br />
qualified persons (tra<strong>in</strong><strong>in</strong>g supervisor) with the responsibility <strong>for</strong> the tra<strong>in</strong><strong>in</strong>g and <strong>for</strong><br />
ensur<strong>in</strong>g that the <strong>Education</strong> <strong>Act</strong> and its regulations are followed. Each enterprise shall<br />
have one or more <strong>in</strong>structors responsible <strong>for</strong> tra<strong>in</strong><strong>in</strong>g the apprentices and tra<strong>in</strong><strong>in</strong>g<br />
candidates.<br />
The M<strong>in</strong>istry may issue further regulations concern<strong>in</strong>g conditions <strong>for</strong> approval of tra<strong>in</strong><strong>in</strong>g<br />
establishments and loss of approval.<br />

Section 4-4. The rights and obligations of the tra<strong>in</strong><strong>in</strong>g establishment, etc.<br />
The tra<strong>in</strong><strong>in</strong>g establishment is obliged to organise production and tra<strong>in</strong><strong>in</strong>g so that the<br />
apprentice and the tra<strong>in</strong><strong>in</strong>g candidate can achieve the objectives of the prescribed<br />
curriculum. If a tra<strong>in</strong><strong>in</strong>g candidate is entitled to special education pursuant to Chapter 5, an<br />
<strong>in</strong>dividual subject curriculum is to be prepared, cf. section 5-5, first paragraph. The tra<strong>in</strong><strong>in</strong>g<br />
establishment must prepare an <strong>in</strong>ternal plan <strong>for</strong> the tra<strong>in</strong><strong>in</strong>g to ensure that the apprentice<br />
or tra<strong>in</strong><strong>in</strong>g candidate receives a tra<strong>in</strong><strong>in</strong>g that meets the requirements of the curriculum, or<br />
the <strong>in</strong>dividual subject curriculum if applicable. If parts of the tra<strong>in</strong><strong>in</strong>g are to be provided by<br />
others than the tra<strong>in</strong><strong>in</strong>g establishment, the tra<strong>in</strong><strong>in</strong>g establishment must facilitate this.<br />
The tra<strong>in</strong><strong>in</strong>g establishment shall create a good work<strong>in</strong>g and learn<strong>in</strong>g environment. The<br />
work<strong>in</strong>g and tra<strong>in</strong><strong>in</strong>g hours of the apprentice and tra<strong>in</strong><strong>in</strong>g candidate shall together not<br />
exceed the number of work<strong>in</strong>g hours that apply to other employees <strong>in</strong> the trade.<br />
The tra<strong>in</strong><strong>in</strong>g establishment registers the apprentice <strong>for</strong> the trade or journeyman’s<br />
exam<strong>in</strong>ation which is held closest to the date of expiry of the period of apprenticeship. On<br />
completion of the contract period, tra<strong>in</strong><strong>in</strong>g candidates shall be given the opportunity to<br />
take a competence test to show the level of qualification they have reached. The tra<strong>in</strong><strong>in</strong>g<br />
establishment provides the necessary work space, materials, tools, equipment and
