Section 12-5. Curriculum groups<br />

The M<strong>in</strong>istry appo<strong>in</strong>ts curriculum groups that shall assist with the work on decid<strong>in</strong>g the<br />

content of tra<strong>in</strong><strong>in</strong>g <strong>in</strong> trades or areas of work <strong>for</strong> which apprenticeship tra<strong>in</strong><strong>in</strong>g is provided<br />

<strong>in</strong> tra<strong>in</strong><strong>in</strong>g establishments.<br />

The M<strong>in</strong>istry is to ensure that both work<strong>in</strong>g life and the school system may take part <strong>in</strong><br />

work on the development of new curricula.<br />

Section 12-6. Appeals board <strong>for</strong> craft and journeyman’s exam<strong>in</strong>ations<br />

The M<strong>in</strong>istry shall appo<strong>in</strong>t appeals boards <strong>for</strong> appeals aga<strong>in</strong>st decisions on candidates<br />

who have failed the craft or journeyman's exam<strong>in</strong>ation. Each board is to have three<br />

members. Two of the members are to have vocational qualifications. The M<strong>in</strong>istry decides<br />

who are to be chairperson and deputy-chairperson.<br />

When appeals boards shall be appo<strong>in</strong>ted <strong>for</strong> craft and journeyman’s exam<strong>in</strong>ations,<br />

recommendations shall be made by the advisory council <strong>for</strong> the trade concerned.<br />

The members with personal deputies, <strong>in</strong>clud<strong>in</strong>g the chairperson and deputy chairperson,<br />

are appo<strong>in</strong>ted <strong>for</strong> four years at a time.<br />

Section 12-7. Members of bodies, councils and boards<br />

Persons who are appo<strong>in</strong>ted or elected as members of the body <strong>for</strong> cooperation on<br />

vocational tra<strong>in</strong><strong>in</strong>g, of advisory councils, of exam<strong>in</strong>ation boards or of appeals boards, are<br />

obliged to take office. Members may however request exemption from re-appo<strong>in</strong>tment <strong>for</strong><br />

the same period of time as they have served cont<strong>in</strong>uously. Persons who have reached the<br />

age of sixty have the right to be exempted.<br />

Chapter 13. The responsibility of the municipality, the county authority<br />

and the State<br />

Section 13-1. The duty of the municipality to provide primary and lower secondary<br />

education and special educational assistance<br />

The municipality shall comply with the right of all residents <strong>in</strong> the municipality to primary<br />

and lower secondary education and special educational assistance pursuant to this <strong>Act</strong>.<br />

This responsibility does not apply to pupils and other persons <strong>for</strong> whom the county<br />

authority is responsible pursuant to sections 13-2 and 13-3a.
