Chapter 1. Objectives, scope and adapted education, etc.<br />

2008 no. 621).<br />
Section 1-1. The objectives of education and tra<strong>in</strong><strong>in</strong>g<br />
<strong>Education</strong> and tra<strong>in</strong><strong>in</strong>g <strong>in</strong> schools and tra<strong>in</strong><strong>in</strong>g establishments shall, <strong>in</strong> collaboration and<br />
agreement with the home, open doors to the world and give the pupils and apprentices<br />
historical and cultural <strong>in</strong>sight and anchorage.<br />
<strong>Education</strong> and tra<strong>in</strong><strong>in</strong>g shall be based on fundamental values <strong>in</strong> Christian and humanist<br />
heritage and traditions, such as respect <strong>for</strong> human dignity and nature, on <strong>in</strong>tellectual<br />
freedom, charity, <strong>for</strong>giveness, equality and solidarity, values that also appear <strong>in</strong> different<br />
religions and beliefs and are rooted <strong>in</strong> human rights.<br />
<strong>Education</strong> and tra<strong>in</strong><strong>in</strong>g shall help <strong>in</strong>crease the knowledge and understand<strong>in</strong>g of the<br />
national cultural heritage and our common <strong>in</strong>ternational cultural traditions.<br />
<strong>Education</strong> and tra<strong>in</strong><strong>in</strong>g shall provide <strong>in</strong>sight <strong>in</strong>to cultural diversity and show respect <strong>for</strong> the<br />
<strong>in</strong>dividual’s convictions. They are to promote democracy, equality and scientific th<strong>in</strong>k<strong>in</strong>g.<br />
The pupils and apprentices shall develop knowledge, skills and attitudes so that they can<br />
master their lives and can take part <strong>in</strong> work<strong>in</strong>g life and society. They shall have the<br />
opportunity to be creative, committed and <strong>in</strong>quisitive.<br />
The pupils and apprentices shall learn to th<strong>in</strong>k critically and act ethically and with<br />
environmental awareness. They shall have jo<strong>in</strong>t responsibility and the right to participate.<br />
Schools and tra<strong>in</strong><strong>in</strong>g establishments shall meet the pupils and apprentices with trust,<br />
respect and demands, and give them challenges that promote <strong>for</strong>mation and the desire to<br />
learn. All <strong>for</strong>ms of discrim<strong>in</strong>ation shall be combated.<br />

Section 1-2. The scope of the <strong>Act</strong><br />
The <strong>Act</strong> applies to primary, lower secondary and upper secondary education and tra<strong>in</strong><strong>in</strong>g<br />
<strong>in</strong> publicly ma<strong>in</strong>ta<strong>in</strong>ed schools and tra<strong>in</strong><strong>in</strong>g establishments unless otherwise decided.<br />
The <strong>Act</strong> also applies to primary, lower secondary and upper secondary education and<br />
tra<strong>in</strong><strong>in</strong>g <strong>in</strong> private primary and lower secondary schools that do not receive state support<br />
pursuant to the Independent Schools <strong>Act</strong>, and private tuition at home at the primary and<br />
lower secondary levels.<br />
Chapter 4A applies to education designed specifically <strong>for</strong> adults, <strong>for</strong> which the municipality<br />
or county authority is responsible.
