or practice.<br />
The pupils, apprentices and tra<strong>in</strong><strong>in</strong>g candidates shall take active part <strong>in</strong> the learn<strong>in</strong>g<br />
situation. The teach<strong>in</strong>g staff is to organise and carry out their teach<strong>in</strong>g <strong>in</strong> accordance with<br />
subject curricula issued pursuant to the present <strong>Act</strong>. The head teacher shall organise the<br />
school <strong>in</strong> accordance with regulations pursuant to the first paragraph and <strong>in</strong> accordance<br />
with sections 1-1 and 3-3 and regulations pursuant to section 1-3.<br />
The M<strong>in</strong>istry may on application from the county authority permit a school to deviate from<br />
regulations concern<strong>in</strong>g subject curricula. Be<strong>for</strong>e such permission is granted, the school’s<br />
coord<strong>in</strong>at<strong>in</strong>g committee must have submitted a consultation statement.<br />

Section 3-5. Trade and journeyman’s exam<strong>in</strong>ations without apprenticeship and school<strong>in</strong>g<br />
It is possible to sit a trade or journeyman’s exam<strong>in</strong>ation on the basis of sufficiently broad<br />
work<strong>in</strong>g experience of a trade of a duration that is 25 per cent longer than the stipulated<br />
apprenticeship period. The county authority decides whether the work<strong>in</strong>g experience<br />
<strong>in</strong>dicated by the applicant can be approved, and may <strong>in</strong> special cases approve shorter<br />
periods of experience.<br />

Section 3-6. The follow-up service<br />
The county authority shall provide a follow-up service <strong>for</strong> young people who have the right<br />
to education and tra<strong>in</strong><strong>in</strong>g pursuant to section 3-1, and who are neither attend<strong>in</strong>g a course<br />
of education nor are employed. This service shall be made available until the end of the<br />
year dur<strong>in</strong>g which the person concerned reaches the age of 21. The service also follows<br />
up young people who have lost the right to upper secondary education and tra<strong>in</strong><strong>in</strong>g<br />
pursuant to section 3-8 or 4-6.<br />
The M<strong>in</strong>istry issues regulations concern<strong>in</strong>g the duties of the follow-up service.<br />

Section 3-7. School rules, etc.<br />
The county authority shall issue regulations concern<strong>in</strong>g school rules <strong>for</strong> <strong>in</strong>dividual upper<br />
secondary schools. The rules shall regulate the rights and obligations of the pupils <strong>in</strong>sofar<br />
as they are not determ<strong>in</strong>ed by legislation or <strong>in</strong> any other manner. The rules shall regulate<br />
behaviour as well as specify<strong>in</strong>g measures that may be used aga<strong>in</strong>st pupils who break the<br />
rules and the procedure <strong>for</strong> deal<strong>in</strong>g with such matters.
