Priorities for action Priorities were determined based on the Biodiversity National Action Plan of the MoE, and the input of the steering committee members. The priorities listed below are organized in order of importance. Priority Action 1: Establish conservation strategies for coastal habitats Justification Description Targets Responsibility Prerequisites needed for implementation Support needed The Lebanese coast is highly polluted and urbanized. Conservation of remaining coastal habitats necessitates a national conservation strategy that takes into account land use, pollution, and biological value of existing habitats. • Identify pollution hotspots • Characterize habitats targeted for conservation • Identify organisms (flora and / or fauna) targeted for conservation • Study the impact of exotic invasive species on local biodiversity • Generate GIS maps to locate and characterize hotspots, and infer current and future impacts on affected habitats • Identify actions needed to prevent pollution • Develop coastal land use zoning • Develop conservation priorities including the identification of habitats that should be protected • Develop conservation strategies including the sustainable use of habitats that require protection • Develop management strategies for the control of exotic invasive species • Academic and research institutions (public and private) • Concerned governmental bodies (ministries and municipalities) • NGOs • Fishermen's unions • Industries • Tourist sector • Mediterranean countries • Availability of a research vessel • Availability of field equipments • Availability of specialized scientists and researchers • Endorsement and legal support by public institutions • Technical support and regional agreements • Construction of treatment plants for waste water • Management options for the disposal of ballast water • Funding to support research, equipment and supply purchases • Funding for the construction of treatment plants for waste water • Funding for the management of ballast water • Purchasing of a research vessel • Funding to support the generation of GIS maps • Funding to support the drafting of conservation priorities and strategies ___________________________________________________________________________________________ Prepared By M.
