2. Rent The following is subject to the provisions of any written agreement between the College and a student, which shall take precedence: (a) The weekly rent applies during the Residence Period specified for the room concerned. (b) (i) Days over and above this period within Term will be charged at the student rate. (ii) Days over and above this period outside Term, where Tutorial permission has been obtained (either for academic reasons or because a student is normally resident overseas) will be charged at the student rate. (iii) Days over and above this period outside Term without such Tutorial permission will be charged at the Conference room rate. (c) A student who leaves a room in any state that prevents its use by another occupant will be charged rent for the room at the Conference Room rate until the situation is corrected by the student or College staff; if by the latter, the student will be charged for the time involved. (d) In signing for a room, Junior Members are accepting liability for the rent for the relevant parts of the whole academic year concerned. Junior Members wishing to vacate College accommodation must inform the Senior Tutor of their intention to move before the division of term immediately preceding the term in which they wish to vacate. Failure to give such notice will result in responsibility for the rent of the room for the following term. (e) Junior Members wishing to change rooms will incur an administrative charge of £10. No change of room is possible after 31 March in any academic year. 3. Supplementary Restrictions Additional conditions may apply to certain College accommodation due to terms imposed by landlords on the College or under Planning Conditions and the College will notify occupiers accordingly. 37
APPENDIX 8: PUBLIC MEETINGS - FREEDOM OF SPEECH (Appendix to College Regulations 79 – 81) The attention of all members of the College is drawn to the following Code of Practice issued under Section 43 of the Education (No. 2) Act 1986. 1. Section 43 of the Education Act (No.) 1986 places a duty on the College to take such steps as are reasonably practicable to ensure that freedom of speech within the law is secured for its members, students and employees and for visiting speakers. A copy of the section is available in the Tutorial Office. 2. The section also requires the College to issue and keep up to date a Code of Practice to be followed by students, other members and employees of the College about the organisation of meetings that are to be held on College premises, and about the conduct required of those persons in connection with meetings. This Code of Practice therefore applies to all students, other members and employees of the College in respect of meetings on any of the College's premises. Outdoor, as well as indoor, meetings etc., on College premises are included. 3. These regulations apply to ALL meetings held on College premises, including meetings organised by conferences and other outside bodies; and members of the College are reminded that actions that disrupt meetings or impede freedom of speech or lawful assembly will also constitute offences under the University's regulations for discipline: see paragraph 7 below. Organisation of Meetings on College Premises 4. Permission is required for all meetings (including dinners) to which speakers who are not resident members of the College are invited and for all other meetings at which more than 12 persons are expected to be present, whether or not the meeting is open to the public. Permission must be obtained from the Senior Tutor not less than 14 days beforehand, and if a room is to be reserved a booking must be made through the Stewards and Domestic Bursars Secretary. The application for permission should state the name of the member of the College taking responsibility for the meeting, the date and time of the meeting, the place, the name, addresses and colleges (if any) of the organisers, the name of the organisation making the arrangements, and the name of any expected speaker, whether or not a member of the University. This requirement extends to meetings and gatherings in junior members' own rooms, if more than 8 persons are expected to be present. 5. The organisers of a meeting to which paragraph 4 applies must comply with any conditions set by the College authorities in respect of the organisation of the meeting or other activity and the arrangements to be made. Such conditions may include the requirement that tickets must be issued for public meetings, that an adequate number of stewards should be available, that the services of porters should be hired, that the police should be consulted about the arrangements, that the time and place of the meeting shall be changed, and that the meeting may be ordered to be cancelled on account of a threatened breach of the peace. The cost of meeting the requirements, and the responsibility for fulfilling them, rests with the organisers. 38
