Activities
The consultant will carry out the following specific activities:
a) Consult with FEWS NET and FOODNET on the overall goals of this assignment.
b) Determine the (limited) set of key staple crops (cereals, roots and tubers) that
require inclusion in the Ugandan food balance sheet.
c) Build a baseline on production for each crop over the last 5 years. Depending on
the data this may be a single estimated average range or if possible provide data
disaggregated by season, year and district.
d) Provide a short narrative supporting section (including any formulae) for each
crop providing details justifying the final estimate, summarizing the sources of
data and their credibility.
e) Gather additional information required to compute a food balance sheet, viz;
stock levels, import, exports and post harvest losses.
f) Advise on the process of constructing regular monthly updates of estimated
production levels, viz; identification of key resource people for each crop.
g) Key resources to be used in constructing the crop estimates will be FEWS NET,
IDEA and FOODNET and the Uganda Bureau of Statistics.
h) Facilitate a half day informal meeting to discuss and finalize the crop production
“baseline”.
Reporting
The conclusions of the consultancy, along with the detailed information for each crop
will be complied into a comprehensive report. A draft will be submitted not later than
one week after the conclusion of the mission.
