One of the project proposals, titled ‘Development of Food and Agricultural Statistics in Uganda’ (now ‘Support to Strengthen Agricultural Statistics Project’) was accepted for funding under a grant by the Royal Government of Norway. OBJECTIVES OF SSASP: The objectives of SSASP are to develop: - An Agricultural Statistical System; - Further the Agricultural Reporting Service and a Village Registration System; - A System of Annual Agricultural Surveys; and, - A comprehensive National Agricultural Statistics Databank. BUDGET AND DURATION: Total budget for the SSASP is US $ 1.8 million over, a 3-year period. PROGRESS OF SSASP AS OF JULY 2002: The following activities have been carried out: (a) An Appraisal Mission from Statistics Norway was in Uganda between 11 th and 16 th June 2001. (b) An agreement between the Royal Government of Norway and the Government of the Republic of Uganda was signed on November 30, 2001. (c) A 3-person Mission from Statistics Norway visited Uganda February 11-15, 2002. (d) April 2-11, 2002, a Mission from Statistics Norway was in Uganda and prepared a detailed work-plan for SSASP. (e) On May 2, 2002, a Statistical Advisor from Statistics Norway reported to the Bureau for a four-month assignment, ending in August 2002. Since the Statistical Advisor arrived in the country and took up the assignment, there has been literature review followed by designing of instruments for a pre-test of methodologies for data collection. (f) A pre-test was conducted in Masaka district. Training was held for 3 days i.e June 24-26, 2002 followed by fieldwork, which commenced on June 27, 2002 and ended on July 2, 2002. Objective and Subjective methods of area measurements were tried simultaneously to find out which of the two is cost-effective and sustainable for adoption. During the Pre-test, two consultants from Statistics Norway joined the team from the Bureau. One of the two Consultants had a latest version of GPS equipment which was used alongside objective methods of area ( of parcels / crop plots) measurements and it gave very encouraging results. (g) The Bureau recently advertised the items required for procurement, for SSASP. 56
(h) A contract between Statistics Norway and the Uganda Bureau of Statistics regarding a twinning arrangement in terms of co-operation in agricultural statistics was signed by the two parties. FUTURE PLANS: According to the detailed work plan, a pilot census is slated for October, 2002. However, this could be reviewed by the Bureau / Statistics Norway / National Agricultural Statistics Technical Committee, if necessary. The District Data Needs Assessment Study During the first quarter of 2002/3 the UBOS DNAS team plan to - conduct district stakeholders workshops in each of the 13 districts to disseminate preliminary findings of the study. - print copies of the Compendium of Definitions, Concepts and Terminologies used in data collection activities for each of the departments in each of the 13 districts - conduct 11 departmental meetings in each of the 13 districts to make necessary changes and standardize the concepts and terminology used for the different indicators - hold 3 technical working committee meetings to review progress and guide activities of the study - monitor progress of the above activities in the 13 districts 57
