1 INTRODUCTION<br />
This report is an output from a consultancy mission performed dur<strong>in</strong>g the last two<br />
weeks of March 2003 for the Fam<strong>in</strong>e Early Warn<strong>in</strong>g System (FEWS project) <strong>and</strong><br />
FoodNet. The work forms part of USAID/REDSO key Strategic Objective 5 (SO5)<br />
for “Strengthen<strong>in</strong>g Capacities for Early Warn<strong>in</strong>g <strong>and</strong> Food Security Analysis <strong>in</strong> the<br />
Greater Horn of Africa”. This strategic objective focuses on stimulat<strong>in</strong>g <strong>in</strong>ter- <strong>and</strong><br />
extra-regional trade as a primary mechanism to enhance regional food security.<br />
Further details are <strong>in</strong>cluded <strong>in</strong> the Scope of Work conta<strong>in</strong>ed <strong>in</strong> Annex 1.<br />
The ma<strong>in</strong> objective of the mission is to assist <strong>in</strong> the development of a <strong>system</strong> to<br />
conduct monthly crop <strong>production</strong> <strong>forecasts</strong> <strong>in</strong> Ug<strong>and</strong>a. In order to manage this <strong>system</strong><br />
a “basel<strong>in</strong>e” of <strong>production</strong> over the previous five years is required.<br />
As exist<strong>in</strong>g <strong>data</strong> sources are fragmented <strong>and</strong> of various levels of credibility the key<br />
po<strong>in</strong>ts of the mission are to:<br />
- Determ<strong>in</strong>e a key set of staple crops (cereals, roots <strong>and</strong> tubers) that require<br />
<strong>in</strong>clusion <strong>in</strong> the Ug<strong>and</strong>an food balance sheet.<br />
- Build a basel<strong>in</strong>e of <strong>production</strong> for each crop over the last 5 years.<br />
- Provide a short narrative support<strong>in</strong>g section summariz<strong>in</strong>g the sources of <strong>data</strong><br />
<strong>and</strong> their credibility.<br />
- Gather additional <strong>in</strong>formation required to compute a food balance sheet, viz;<br />
stock levels, import, exports <strong>and</strong> post harvest losses.<br />
- Advise on the process of construct<strong>in</strong>g regular monthly updates of estimated<br />
<strong>production</strong> levels.<br />
2 METHODOLOGY<br />
Determ<strong>in</strong>ation of key crops was an iterative process performed with senior FEWS<br />
project <strong>and</strong> FoodNet staff. Available <strong>data</strong> was collected from the USAID IDEA<br />
project, Ug<strong>and</strong>an Bureau of Statistics, M<strong>in</strong>istry of Agriculture Animal Industries <strong>and</strong><br />
Fisheries, Ug<strong>and</strong>an Revenue Authority Customs, various commodity studies <strong>and</strong> key<br />
<strong>in</strong>formants. Two districts were visited <strong>and</strong> the District Agricultural Officer<br />
<strong>in</strong>terviewed to acquire an underst<strong>and</strong><strong>in</strong>g of government <strong>data</strong> collection procedures. A<br />
half-day <strong>in</strong>formal meet<strong>in</strong>g was also held between FEWS Net, FoodNet <strong>and</strong> IDEA<br />
Project representatives. This meet<strong>in</strong>g discussed results <strong>and</strong> identified future activities<br />
necessary to move towards generat<strong>in</strong>g a crop <strong>production</strong> “basel<strong>in</strong>e”.<br />
The report cont<strong>in</strong>ues by list<strong>in</strong>g key staple crops for <strong>in</strong>clusion <strong>in</strong> the Ug<strong>and</strong>an food<br />
balance sheet. Annual crop <strong>production</strong> <strong>in</strong>formation is provided for each crop with<br />
disaggregation given <strong>in</strong> annexes. Data credibility is discussed followed by a suggested<br />
range of options for future action. Recommendations are presented <strong>in</strong> the form of a<br />
suggested way forward.<br />
