Greater responsibility <strong>for</strong> carry<strong>in</strong>g out <strong>HIV</strong> prevention, treatment, <strong>and</strong> care will fall to<br />

county-level governments. The regulations suggest grassroots organizations <strong>and</strong> citizen<br />

groups should also cooperate with government authorities to help combat the disease.<br />

Accord<strong>in</strong>g to the regulations, work units cannot discrim<strong>in</strong>ate aga<strong>in</strong>st people liv<strong>in</strong>g with<br />

<strong>HIV</strong>/<strong>AIDS</strong>, <strong>and</strong> the rights to marriage, employment, medical care, <strong>and</strong> education are to<br />

be protected. Full implementation <strong>and</strong> en<strong>for</strong>cement of the regulations will need to be<br />

followed, but they mark a step <strong>in</strong> the right direction. 12<br />

Importantly, s<strong>in</strong>ce 2003, Ch<strong>in</strong>a has been more open to the assistance of <strong>in</strong>ternational<br />

nongovernmental organizations, the private sector, <strong>and</strong> numerous governments—such as<br />

the Global Fund, mult<strong>in</strong>ational corporations, <strong>in</strong>ternational foundations, the governments<br />

of Australia, the United K<strong>in</strong>gdom, the United States, the European Union, <strong>in</strong>dividual<br />

European governments, <strong>and</strong> others—that have become <strong>in</strong>creas<strong>in</strong>gly active <strong>in</strong> address<strong>in</strong>g<br />

<strong>HIV</strong>/<strong>AIDS</strong> <strong>in</strong> Ch<strong>in</strong>a. Accord<strong>in</strong>g to Ch<strong>in</strong>ese vice m<strong>in</strong>ister of health Wang Longde <strong>in</strong> late<br />

2005, <strong>in</strong>ternational cooperation programs to combat <strong>HIV</strong>/<strong>AIDS</strong> have been carried out <strong>in</strong><br />

27 of Ch<strong>in</strong>a’s 31 prov<strong>in</strong>ces, autonomous regions, <strong>and</strong> major municipalities, contribut<strong>in</strong>g<br />

RMB1.867 billion (approximately $229 million). 13<br />

International fund<strong>in</strong>g <strong>for</strong> <strong>HIV</strong>/<strong>AIDS</strong> is <strong>in</strong>creas<strong>in</strong>gly reach<strong>in</strong>g implementers on the<br />

ground <strong>in</strong> central <strong>and</strong> southwest Ch<strong>in</strong>a where the epidemic is grow<strong>in</strong>g fastest.<br />

Importantly, local budgets are <strong>in</strong>creas<strong>in</strong>g <strong>in</strong> anticipation of even more funds reach<strong>in</strong>g<br />

local levels as prov<strong>in</strong>cial <strong>and</strong> county-level governments build capacity to absorb these<br />

funds. Notably, fund<strong>in</strong>g has begun to flow from the Global Fund. The Global Fund<br />

approved $98 million <strong>in</strong> fund<strong>in</strong>g <strong>in</strong> 2003 <strong>and</strong> $64 million <strong>in</strong> 2004 <strong>for</strong> <strong>HIV</strong> prevention,<br />

treatment, <strong>and</strong> care <strong>in</strong> Ch<strong>in</strong>a. Ch<strong>in</strong>a is seek<strong>in</strong>g an additional round of fund<strong>in</strong>g from the<br />

Global Fund that will focus on men who have sex with men (MSM), people liv<strong>in</strong>g with<br />

<strong>HIV</strong>/<strong>AIDS</strong>, rural-to-urban migrants, <strong>and</strong> sex workers <strong>in</strong> seven prov<strong>in</strong>ces. The five-year,<br />

$28-million application aims to prevent the epidemic among these high-risk groups from<br />

evolv<strong>in</strong>g <strong>in</strong>to a generalized epidemic. This “Round 5” application (submitted <strong>in</strong> June<br />

2005) <strong>for</strong>esees a dramatic <strong>in</strong>crease <strong>in</strong> the amount of fund<strong>in</strong>g earmarked <strong>for</strong> use by<br />

nongovernmental organizations (NGOs) <strong>and</strong> civil society organizations (a requirement of<br />

the fund<strong>in</strong>g), particularly NGOs led by people liv<strong>in</strong>g with <strong>HIV</strong>/<strong>AIDS</strong> so they can carry<br />

out epidemiological <strong>and</strong> behavioral studies <strong>and</strong> provide some prevention services. In<br />

particular, it is expected that <strong>in</strong>creased support will be channeled to groups work<strong>in</strong>g with<br />

CSWs <strong>and</strong> MSM <strong>in</strong> Ch<strong>in</strong>a. 14<br />

The U.S. Agency <strong>for</strong> International Development (USAID) has funded <strong>HIV</strong>/<strong>AIDS</strong><br />

projects <strong>in</strong> Yunnan <strong>and</strong> Guangxi prov<strong>in</strong>ces amount<strong>in</strong>g to $1 million <strong>in</strong> FY 2002 <strong>and</strong> $2<br />

million <strong>in</strong> FY 2003. Total U.S. government commitments to Ch<strong>in</strong>a <strong>for</strong> <strong>HIV</strong>-related work<br />

amounts to approximately $35 million over five years, mostly flow<strong>in</strong>g from the National<br />

Institutes of Health <strong>and</strong> the U.S. <strong>Center</strong>s <strong>for</strong> Disease Control <strong>and</strong> Prevention (CDC). The<br />

UK government–funded Ch<strong>in</strong>a-UK <strong>HIV</strong>/<strong>AIDS</strong> program <strong>in</strong> Yunnan <strong>and</strong> Sichuan is<br />
