The Global Fund has become a major <strong>in</strong>ternational partner <strong>for</strong> the Ch<strong>in</strong>ese<br />
government <strong>in</strong> its fight aga<strong>in</strong>st <strong>HIV</strong>/<strong>AIDS</strong>. Ch<strong>in</strong>a twice applied to the Global Fund <strong>for</strong> a<br />
grant to address <strong>HIV</strong>/<strong>AIDS</strong> be<strong>for</strong>e be<strong>in</strong>g awarded their first <strong>HIV</strong>/<strong>AIDS</strong> grant as part of<br />
the Round 3 fund<strong>in</strong>g cycle. Grants <strong>for</strong> the Round 3 proposal began flow<strong>in</strong>g to the Ch<strong>in</strong>ese<br />
<strong>Center</strong> <strong>for</strong> Disease Control <strong>in</strong> 2004 to fund the “Ch<strong>in</strong>a CARES” first-l<strong>in</strong>e antiretroviral<br />
treatment program <strong>in</strong> 56 central Ch<strong>in</strong>a counties where <strong>HIV</strong> spreads primarily through<br />
illicit blood <strong>and</strong> blood plasma donation practices: Anhui, Hebei, Sh<strong>and</strong>ong, Henan,<br />
Hubei, Shanxi, <strong>and</strong> Shaanxi. The five-year program is to be funded with some $97.888<br />
million.<br />
In 2005, the Ch<strong>in</strong>ese government successfully applied <strong>for</strong> a five-year, $63.742-<br />
million grant <strong>in</strong> the Round 4 cycle, which will be used by the Ch<strong>in</strong>ese CDC to implement<br />
programs target<strong>in</strong>g IDUs <strong>and</strong> CSWs <strong>in</strong> 37 highly affected prefectures <strong>in</strong> seven prov<strong>in</strong>ces<br />
<strong>and</strong> autonomous regions: Yunnan, X<strong>in</strong>jiang, Guangxi, Sichuan, Guizhou, Hunan, <strong>and</strong><br />
Jiangxi.<br />
Ch<strong>in</strong>a has submitted a proposal to the Round 5 process, which will exp<strong>and</strong> prevention<br />
programs target<strong>in</strong>g at-risk populations, <strong>in</strong>clud<strong>in</strong>g sex workers, migrants, men who have<br />
sex with men, <strong>and</strong> people liv<strong>in</strong>g with <strong>HIV</strong>/<strong>AIDS</strong> <strong>in</strong> Chongq<strong>in</strong>g City as well as <strong>in</strong><br />
Liaon<strong>in</strong>g, Heilongjiang, Jil<strong>in</strong>, Inner Mongolia, N<strong>in</strong>gxia, <strong>and</strong> Gansu prov<strong>in</strong>ces. With the<br />
expected fund<strong>in</strong>g <strong>for</strong> the Round 5 proposal, Global Fund support will flow to 21 of<br />
Ch<strong>in</strong>a’s 31 prov<strong>in</strong>ces, autonomous regions, <strong>and</strong> major municipalities. 35<br />
Notably, <strong>in</strong> Rounds 3, 4, <strong>and</strong> 5, Global Fund proposals submitted by Ch<strong>in</strong>ese<br />
nongovernmental organizations (NGOs) have been allocated a portion of the budget <strong>in</strong><br />
order to carry out <strong>in</strong>terventions among marg<strong>in</strong>alized populations. It rema<strong>in</strong>s to be seen,<br />
however, how effectively these monies are spent <strong>and</strong> whether Ch<strong>in</strong>ese NGOs are given<br />
sufficient fund<strong>in</strong>g <strong>and</strong> <strong>in</strong>dependence as envisioned <strong>in</strong> the Global Fund applications.<br />
One of the first major <strong>in</strong>ternational programs <strong>in</strong> Ch<strong>in</strong>a to address <strong>HIV</strong>/<strong>AIDS</strong> was<br />
<strong>in</strong>itiated by the United K<strong>in</strong>gdom’s Department <strong>for</strong> International Development. Known as<br />
the Ch<strong>in</strong>a-UK <strong>HIV</strong>/<strong>AIDS</strong> Prevention <strong>and</strong> Care Program (simply referred to as “Ch<strong>in</strong>a-<br />
UK”), the project was <strong>in</strong>itiated <strong>in</strong> August 2000 <strong>and</strong> programmed to run through July 2006<br />
with a total budget of £19.9 million (approximately $36.5 million). It was subsequently<br />
extended <strong>for</strong> one year by DFID. Focus<strong>in</strong>g on Yunnan <strong>and</strong> Sichuan prov<strong>in</strong>ces, the Ch<strong>in</strong>a-<br />
UK program is primarily implemented <strong>in</strong> the target prov<strong>in</strong>ces by the central <strong>and</strong> local<br />
centers <strong>for</strong> disease control, which provide treatment <strong>and</strong> care. In addition, the Futures<br />
Group has been contracted by Ch<strong>in</strong>a-UK to promote the social market<strong>in</strong>g of condoms <strong>and</strong><br />
other prevention work, such as assist<strong>in</strong>g <strong>in</strong> the establishment of gay <strong>HIV</strong>/<strong>AIDS</strong><br />
<strong>in</strong><strong>for</strong>mation hotl<strong>in</strong>es <strong>and</strong> other education programs <strong>in</strong> the gay community. Numerous<br />
other organizations have provided technical support <strong>and</strong> specialized services to this<br />
program.<br />
The U.S. government actively funds <strong>HIV</strong>/<strong>AIDS</strong> programs through the USAID, the<br />
U.S. CDC’s Global <strong>AIDS</strong> Program (GAP), the National Institutes of Health (NIH), <strong>and</strong><br />
the Department of Labor. USAID’s <strong>HIV</strong>/<strong>AIDS</strong> programs concentrate on <strong>HIV</strong>-prevention<br />
