20 <strong>Assess<strong>in</strong>g</strong> <strong>HIV</strong>/<strong>AIDS</strong> <strong>Initiatives</strong> <strong>in</strong> Ch<strong>in</strong>a<br />

<strong>in</strong>itiatives target<strong>in</strong>g at-risk persons <strong>in</strong> the Mekong prov<strong>in</strong>ces of Yunnan <strong>and</strong> Guangxi.<br />

The GAP, <strong>for</strong>mally established <strong>in</strong> October 2003, pledged more than $15 million over five<br />

years <strong>and</strong> seeks to improve Ch<strong>in</strong>a’s <strong>HIV</strong>-surveillance system, develop prevention<br />

activities, <strong>in</strong>clud<strong>in</strong>g exp<strong>and</strong><strong>in</strong>g voluntary counsel<strong>in</strong>g <strong>and</strong> test<strong>in</strong>g services (VCT), <strong>and</strong><br />

support programs that tra<strong>in</strong> medical workers to more effectively treat <strong>HIV</strong>/<strong>AIDS</strong>. GAP’s<br />

activities take place <strong>in</strong> multiple prov<strong>in</strong>ces throughout the country. The National Institutes<br />

of Health, through the Ch<strong>in</strong>a Integrated Program <strong>for</strong> Research on <strong>AIDS</strong> (CIPRA), will<br />

provide $14.8 million over five years to help the Ch<strong>in</strong>ese CDC carry out a range of<br />

research on <strong>HIV</strong> treatment, surveillance, data management, <strong>and</strong> at-risk behaviors. The<br />

U.S. Department of Labor provided $3.5 million <strong>for</strong> an <strong>HIV</strong> workplace education <strong>and</strong><br />

prevention program <strong>in</strong> cooperation with the International Labor Organization. The United<br />

States also provides significant <strong>in</strong>-k<strong>in</strong>d assistance by second<strong>in</strong>g four to five NIH <strong>and</strong><br />

CDC personnel to work with<strong>in</strong> the Ch<strong>in</strong>ese M<strong>in</strong>istry of Health bureaucracy such as<br />

with<strong>in</strong> the Ch<strong>in</strong>ese CDC.<br />

The Australian government, through its Agency <strong>for</strong> International Development<br />

(AusAID), has <strong>in</strong>itiated a number of <strong>HIV</strong>-related programs <strong>in</strong> Ch<strong>in</strong>a. In X<strong>in</strong>jiang,<br />

AusAID has pledged a contribution of AUS$14.46 million (approximately $10.5 million)<br />

<strong>for</strong> 2002–2007 to help build capacity <strong>for</strong> X<strong>in</strong>jiang health authorities to combat<br />

<strong>HIV</strong>/<strong>AIDS</strong>, <strong>in</strong>clud<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g <strong>and</strong> advice to the local CDC <strong>and</strong> other organizations <strong>in</strong><br />

harm reduction, condom promotion, <strong>and</strong> needle <strong>and</strong> syr<strong>in</strong>ge exchange programs; nurse<br />

tra<strong>in</strong><strong>in</strong>g; doctor tra<strong>in</strong><strong>in</strong>g; mosque/imam tra<strong>in</strong><strong>in</strong>g; condom promotion among CSWs; <strong>and</strong><br />

an IDU <strong>in</strong><strong>for</strong>mation hotl<strong>in</strong>e. In Tibet, <strong>for</strong> 2004–2009, AusAID contributes AUS$17<br />

million (approximately $12.4 million) toward a health care promotion program, which<br />

<strong>in</strong>cludes a component to improve the capacity of the local government to respond to the<br />

<strong>in</strong>creas<strong>in</strong>g threat of <strong>HIV</strong>/<strong>AIDS</strong> <strong>in</strong> Tibet. Health-related support, <strong>in</strong>clud<strong>in</strong>g address<strong>in</strong>g<br />

<strong>HIV</strong>/<strong>AIDS</strong>, will rema<strong>in</strong> one of three major priorities <strong>for</strong> AusAID programs <strong>in</strong> Ch<strong>in</strong>a.<br />

There are several significant private-sector <strong>HIV</strong>/<strong>AIDS</strong> <strong>in</strong>itiatives operat<strong>in</strong>g <strong>in</strong> Ch<strong>in</strong>a.<br />

The Cl<strong>in</strong>ton Foundation <strong>for</strong>malized its cooperation with the Ch<strong>in</strong>ese M<strong>in</strong>istry of Health<br />

<strong>in</strong> an April 2004 memor<strong>and</strong>um of underst<strong>and</strong><strong>in</strong>g <strong>and</strong> works most closely with the<br />

Ch<strong>in</strong>ese CDC, CAMS, <strong>and</strong> AusAID as well as with the U.S. CDC’s GAP. In Ch<strong>in</strong>a, the<br />

Cl<strong>in</strong>ton Foundation has deviated from its st<strong>and</strong>ard <strong>in</strong>ternational practice of facilitat<strong>in</strong>g<br />

negotiations between drug <strong>and</strong> equipment suppliers <strong>and</strong> national treatment programs.<br />

Instead, the foundation has focused on provid<strong>in</strong>g various k<strong>in</strong>ds of technical <strong>and</strong> <strong>in</strong>-k<strong>in</strong>d<br />

assistance. For example, it assisted the Ch<strong>in</strong>ese CDC <strong>in</strong> produc<strong>in</strong>g an antiretroviral<br />

therapy manual, provided funds to purchase drugs to treat <strong>HIV</strong>-positive children, <strong>and</strong><br />

helped exp<strong>and</strong> ARV treatment <strong>and</strong> <strong>HIV</strong>-related doctor tra<strong>in</strong><strong>in</strong>g, especially <strong>in</strong> poorer parts<br />

of Ch<strong>in</strong>a.<br />

In May 2005, Merck & Co., Inc., signed a memor<strong>and</strong>um of underst<strong>and</strong><strong>in</strong>g with the<br />

Ch<strong>in</strong>ese M<strong>in</strong>istry of Health to <strong>for</strong>m a five-year, $30-million partnership to<br />

comprehensively address <strong>HIV</strong>/<strong>AIDS</strong>, beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong> the Liangshan prefecture <strong>in</strong> Sichuan<br />

prov<strong>in</strong>ce, where 50 percent of the prov<strong>in</strong>ce’s <strong>HIV</strong> cases reside. This was the largest<br />

public-private partnership to date aimed at combat<strong>in</strong>g <strong>HIV</strong>/<strong>AIDS</strong> <strong>in</strong> Ch<strong>in</strong>a. This program<br />

aims to develop an <strong>in</strong>tegrated model <strong>for</strong> prevention <strong>and</strong> patient care <strong>and</strong> to <strong>in</strong>clude a<br />

range of <strong>in</strong>terventions such as education, counsel<strong>in</strong>g, test<strong>in</strong>g, harm reduction, treatment,
