26 <strong>Assess<strong>in</strong>g</strong> <strong>HIV</strong>/<strong>AIDS</strong> <strong>Initiatives</strong> <strong>in</strong> Ch<strong>in</strong>a<br />
<strong>and</strong> reduc<strong>in</strong>g stigma about <strong>HIV</strong>/<strong>AIDS</strong> by broadcast<strong>in</strong>g <strong>HIV</strong>/<strong>AIDS</strong>-related programm<strong>in</strong>g.<br />
Government economic plann<strong>in</strong>g ensures that condoms are produced <strong>and</strong> widely<br />
distributed, while market <strong>for</strong>ces drive the retail distribution of br<strong>and</strong>ed condoms.<br />
The State Population <strong>and</strong> Family Plann<strong>in</strong>g Commission as well as the government<br />
health system have actively distributed condoms through traditional channels, <strong>in</strong>clud<strong>in</strong>g<br />
cl<strong>in</strong>ics, neighborhood committee offices, <strong>and</strong> <strong>in</strong>creas<strong>in</strong>gly, vend<strong>in</strong>g mach<strong>in</strong>es. Local<br />
government departments, often <strong>in</strong> cooperation with <strong>in</strong>ternational NGOs, have begun<br />
implement<strong>in</strong>g “100 percent condom use” programs <strong>in</strong> several urban areas. Those<br />
programs seek to saturate enterta<strong>in</strong>ment establishments <strong>in</strong> neighborhoods where<br />
commercial sex commonly takes place with condoms <strong>and</strong> <strong>in</strong><strong>for</strong>mation pamphlets.<br />
Although the goal of the project has been to reduce the <strong>in</strong>cidence of sexually transmitted<br />
<strong>in</strong>fections among sex workers, there has been limited <strong>in</strong>dependent research conducted to<br />
assess the effectiveness of the programs. Program adm<strong>in</strong>istrators have reported decreases<br />
<strong>in</strong> sexually transmitted <strong>in</strong>fections among CSWs <strong>and</strong> <strong>in</strong>creases <strong>in</strong> condom sales <strong>in</strong> areas<br />
where the pilot programs have been implemented.<br />
Additionally, <strong>in</strong>ternational organizations are <strong>in</strong>troduc<strong>in</strong>g new approaches to the social<br />
market<strong>in</strong>g of condoms, f<strong>in</strong>d<strong>in</strong>g particular success <strong>in</strong> jurisdictions where the local<br />
government is active <strong>in</strong> <strong>HIV</strong>/<strong>AIDS</strong> prevention <strong>and</strong> foster<strong>in</strong>g a positive environment <strong>for</strong><br />
such work. Increas<strong>in</strong>g numbers of jurisdictions have begun requir<strong>in</strong>g that hotels <strong>and</strong><br />
enterta<strong>in</strong>ment establishments make condoms available <strong>for</strong> sale. NGOs specializ<strong>in</strong>g <strong>in</strong><br />
social market<strong>in</strong>g provide technical support to condom distributors, facilitat<strong>in</strong>g the regular<br />
supply of condoms to retail outlets, <strong>in</strong>clud<strong>in</strong>g hotels, bars, karaoke parlors, <strong>and</strong><br />
bathhouses. Additionally, NGOs have opened outreach facilities <strong>in</strong> neighborhoods where<br />
commercial sex workers congregate <strong>and</strong> work, provid<strong>in</strong>g CSWs a place to meet <strong>and</strong><br />
socialize, receive prevention education <strong>and</strong> <strong>in</strong><strong>for</strong>mation, purchase or receive condoms<br />
be<strong>for</strong>e the start of the work<strong>in</strong>g period, <strong>and</strong> even seek medical consultation from visit<strong>in</strong>g<br />
health care workers.<br />
In spite of the potential shown <strong>in</strong> condom promotion, however, this approach to <strong>HIV</strong><br />
prevention <strong>and</strong> control faces a number of challenges <strong>in</strong> Ch<strong>in</strong>a. Despite <strong>in</strong>creased<br />
awareness about <strong>HIV</strong>, there has been reluctance to address the causes of <strong>HIV</strong>/<strong>AIDS</strong>, the<br />
modes by which the virus is transmitted, <strong>and</strong> other sensitive <strong>and</strong> related issues such as<br />
homosexuality, drug use, <strong>and</strong> condoms. Moreover, as <strong>in</strong> other countries, women <strong>and</strong><br />
CSWs face difficulties <strong>in</strong> negotiat<strong>in</strong>g the use of condoms. More widespread awareness<br />
<strong>and</strong> the destigmatization of condom use, improved condom availability, af<strong>for</strong>dability, <strong>and</strong><br />
quality, <strong>and</strong> greater knowledge <strong>and</strong> empowerment of women <strong>and</strong> CSWs to negotiate<br />
condom use will have a major impact on reduc<strong>in</strong>g the spread of <strong>HIV</strong> <strong>in</strong> Ch<strong>in</strong>a. A more<br />
comprehensive approach would l<strong>in</strong>k condom awareness <strong>and</strong> availability to other <strong>HIV</strong>related<br />
prevention <strong>and</strong> treatment services.<br />
Comprehensive Drug-dependence <strong>and</strong> Rehabilitation Services<br />
Organizations are address<strong>in</strong>g voluntary drug addiction rehabilitation <strong>in</strong> programs <strong>in</strong> a<br />
variety of sett<strong>in</strong>gs, some <strong>in</strong>corporat<strong>in</strong>g <strong>in</strong>tense therapy, counsel<strong>in</strong>g, self-help groups, <strong>and</strong><br />
programs to help <strong>for</strong>mer addicts ga<strong>in</strong> skills to re<strong>in</strong>tegrate <strong>in</strong>to society.
