16 <strong>Assess<strong>in</strong>g</strong> <strong>HIV</strong>/<strong>AIDS</strong> <strong>Initiatives</strong> <strong>in</strong> Ch<strong>in</strong>a<br />

authorities estimate there are approximately 5 million to 10 million men who have sex<br />

with men <strong>in</strong> Ch<strong>in</strong>a <strong>and</strong> about 1.35 percent of them are <strong>HIV</strong> positive. 28<br />

The political <strong>and</strong> social environment <strong>for</strong> address<strong>in</strong>g the risk of <strong>HIV</strong> among the MSM<br />

community, however, is rapidly evolv<strong>in</strong>g <strong>and</strong> becom<strong>in</strong>g more favorable <strong>for</strong> implement<strong>in</strong>g<br />

<strong>in</strong>terventions. Public health authorities are visibly mobiliz<strong>in</strong>g personnel <strong>and</strong> resources to<br />

target MSM, while various media, <strong>in</strong>clud<strong>in</strong>g TV <strong>and</strong> pr<strong>in</strong>t media <strong>and</strong> the Internet, are<br />

<strong>in</strong>creas<strong>in</strong>gly carry<strong>in</strong>g stories <strong>and</strong> provid<strong>in</strong>g <strong>in</strong><strong>for</strong>mation about MSM <strong>and</strong> the risk that <strong>HIV</strong><br />

poses to the community <strong>and</strong> other important <strong>in</strong><strong>for</strong>mation to society.<br />

In early June 2005, the M<strong>in</strong>istry of Health <strong>and</strong> the Ch<strong>in</strong>ese <strong>Center</strong> <strong>for</strong> Disease Control<br />

issued a policy document <strong>in</strong>struct<strong>in</strong>g prov<strong>in</strong>cial <strong>and</strong> local centers <strong>for</strong> disease control to<br />

<strong>for</strong>m teams of experts to carry out research, outreach, <strong>and</strong> <strong>in</strong>terventions among high-risk<br />

groups, <strong>in</strong>clud<strong>in</strong>g MSM. On June 6, 2005, the Ch<strong>in</strong>ese vice m<strong>in</strong>ister of health <strong>in</strong> charge<br />

of <strong>HIV</strong>/<strong>AIDS</strong>, Wang Longde, affirmed that the M<strong>in</strong>istry of Health had identified MSM as<br />

a population at heightened risk of <strong>HIV</strong> <strong>in</strong>fection, requir<strong>in</strong>g an <strong>in</strong>creased study of the<br />

population <strong>and</strong> the design of appropriate <strong>in</strong>terventions. Vice M<strong>in</strong>ister Wang admitted that<br />

there had been misperceptions <strong>in</strong> the past that homosexuality <strong>and</strong> MSM behavior did not<br />

take place <strong>in</strong> Ch<strong>in</strong>a, but there was the recent realization that many MSM are also engaged<br />

<strong>in</strong> heterosexual relations <strong>and</strong> there<strong>for</strong>e pose the risk of spread<strong>in</strong>g <strong>HIV</strong> to low-risk<br />

partners. By late July, the M<strong>in</strong>istry of Health had allocated RMB6 million <strong>for</strong> grants to<br />

nongovernmental organizations to carry out studies <strong>and</strong> provide prevention education to<br />

the MSM community. 29<br />

A major <strong>in</strong>dication <strong>in</strong> the evolution of the Ch<strong>in</strong>ese government’s strategy to address<br />

<strong>HIV</strong>/<strong>AIDS</strong> among the MSM population is the significant <strong>in</strong>crease <strong>in</strong> resources that will<br />

ultimately be allocated <strong>for</strong> programs target<strong>in</strong>g the population. After steadfastly refus<strong>in</strong>g<br />

to <strong>in</strong>clude MSM as a target group <strong>in</strong> previous applications, Ch<strong>in</strong>a’s June 2005 Round 5<br />

application to the Global Fund will focus on MSM <strong>and</strong> other high-risk groups (see<br />

discussion above). This significant <strong>in</strong>jection of resources will have a significant impact <strong>in</strong><br />

the level of knowledge about MSM behavior, boost the capacities of organizations<br />

work<strong>in</strong>g with MSM, <strong>and</strong> greatly <strong>in</strong>crease the profile of MSM throughout the bureaucracy<br />

<strong>and</strong> civil society networks.<br />

There has been significant growth <strong>in</strong> the number of governmental <strong>and</strong><br />

nongovernmental organizations work<strong>in</strong>g with MSM groups <strong>in</strong> the health sector. There are<br />

numerous MSM hotl<strong>in</strong>es operated by hospitals, local health authorities, <strong>and</strong> private<br />

groups to provide counsel<strong>in</strong>g <strong>and</strong> prevention <strong>in</strong><strong>for</strong>mation to MSM. Self help groups <strong>and</strong><br />

Web sites tailored to address issues with<strong>in</strong> the MSM community abound, with an<br />

estimated 300 MSM-themed Web sites hosted <strong>in</strong> Ch<strong>in</strong>a.<br />

S<strong>in</strong>ce August 2005, there have been a grow<strong>in</strong>g number of MSM-related stories <strong>in</strong> the<br />

Ch<strong>in</strong>ese media, <strong>in</strong>clud<strong>in</strong>g the press <strong>and</strong> CCTV, <strong>in</strong>dicat<strong>in</strong>g a relaxation of previous<br />

strictures. One of the first substantive programs that discussed <strong>HIV</strong>/<strong>AIDS</strong> <strong>and</strong> MSM<br />

aired on CCTV on August 9, 2005, <strong>and</strong> <strong>in</strong>cluded <strong>in</strong>terviews (show<strong>in</strong>g faces) with an<br />
