Towards fulfilling these objectives, during 2009, the<br />
Centre has entered into MoUs with the following:<br />

Negotiations are on for designing of business specific<br />
programmes with the Food Safety and Standards Authority<br />
of India (FSSAI), New Delhi and Indian Society for<br />
Training & Development (ISTD), New Delhi, among<br />
others.<br />
The Centre is also launching a one-year Post Graduate<br />
Diploma in Corporate Governance in collaboration with<br />
the Institute of Company Secretaries of India.<br />

This Centre was established as the nodal centre of all<br />
extension education activities being undertaken by the<br />
University. The objective of CEE is to design and<br />
develop extension education programmes for the benefit<br />
of the population at the grass-roots level. The programmes<br />
developed by it at present are:<br />

Ph.D. Programmes in (i) Extension Education, and<br />
(ii) Community Outreach.<br />
Certificate in Lifelong Learning (CELL).<br />
Certificate in Communication Skills for BPO, ITeS<br />

Certificate in Commonwealth Youth Programme/<br />
Diploma in Commonwealth Youth Programme<br />
(CCYP/DCYP).<br />
Teaching of Mother Tongue to Non-Resident Learners<br />
living/working outside their home states. Around<br />
90 non-resident Malayalam teachers were trained<br />
<br />
under this project. Similar programmes have<br />
been initiated in Gujarati and Tamil.<br />
Integrated Parental Awareness Programmes: Under<br />
this programme, training of teachers, awareness<br />
programme for parents, developing teaching-learning<br />
materials, video documenting of model classes,<br />
distributing learning kits, etc., are undertaken.<br />

The Distance Education Council (DEC) is an apex body<br />
for the Open and Distance Learning (ODL) system in<br />
the country. It is empowered, under Statute 28 of the<br />
<strong>IGNOU</strong> Act, to act as an apex body for the ODL system<br />
in the country. It is responsible for promotion,<br />
coordination and maintenance of standards of the ODL<br />
system. The Vice Chancellor of <strong>IGNOU</strong> is the ex-officio<br />
Chairperson of DEC. Presently, there are: one National<br />
Open University (<strong>IGNOU</strong>), thirteen State Open<br />
Universities (SOUs) and more than 200 Distance<br />
Education Institutes (DEIs) functioning under<br />
conventional universities and private/autonomous<br />
institutions that come under its purview.<br />
The DEC has initiated a number of activities to fulfil its<br />
objectives. These include:<br />

Developmental, technical and academic assistance<br />
to state governments for setting up new State Open<br />
Universities (SOUs) and Distance Education<br />
Institutions (DEIs) under conventional universities<br />
as well as private/autonomous institutions.<br />
Development grants to SOUs and DEIs for<br />
development of infrastructure, development of quality<br />
self-learning materials, appointment of academic staff,<br />
research and development and training of staff,<br />
development of learner support services,<br />
computerization of all operations and networking,<br />
library facilities, development of online resources,<br />
technology enabled education, etc.<br />
Un-assigned grants to SOUs for:<br />
o Staff development,<br />
o Organisation of seminars/conferences and<br />
o Publication of reports, research papers etc.<br />
Travel grants to faculty of SOUs and DEIs for<br />
participation in national and international seminars<br />
and conferences;<br />
Research grants for promotion of R&D activities in<br />
the priority areas of ODL system;<br />
