As the planning and monitoring wing of the University,<br />
this Division has the following objectives :<br />

to optimize the utilization of national resources for<br />
the Open and Distance Learning System;<br />
to set short term and long term goals for the growth<br />
of the University; and<br />
to instil Total Quality Management (TQM) in all<br />
areas of <strong>IGNOU</strong>’s operations.<br />
As such, the Division looks after the following activities:<br />
Five Year Plan and Annual Plans: The Division<br />
coordinates with other divisions, schools and the<br />
Distance Education Council, and prepares different<br />
plan documents, such as the perspective plans, Five<br />
Year Plans, and Annual Plans for <strong>IGNOU</strong> and the<br />
Open Education System of the country.<br />

Planning Board: The Division convenes the<br />
meetings of the Planning Board and its standing<br />
committee, the Academic Programme Committee.<br />
Research Studies and Data/Information Analysis:<br />
In order to strengthen the plans, policies, academic<br />
and support services of the University, the Division<br />
periodically undertakes research studies and data/<br />
information analysis in the areas of economics of<br />
education.<br />
Database and Management Information System:<br />
The Division maintains a database and Management<br />
Information System of policy decision support. The<br />
requisite data, along with its analysis and information,<br />
is provided to all internal and external agencies. The<br />
information is also used for responding to all queries<br />
in the Parliament pertaining to <strong>IGNOU</strong>.<br />
Cost Analysis and Assigning Codes: The Division<br />
carries out delivery cost analysis for new<br />
programmes, and assigns programme codes as well<br />
as colour codes for the various academic programmes<br />
of the University.<br />
Projects: The Division functions as the nodal agency<br />
for externally funded projects for its proper<br />
coordination and handling of various activities<br />
connected with the project(s).<br />
Memorandum of Understanding/Collaboration/<br />
Cooperation (MoU/MoC/MoCoop): The Division<br />
acts as a nodal agency to serve Schools of Studies<br />
<br />
and Divisions for processing, vetting, devising<br />
and contextualizing the Memorandum of<br />
Understanding (MoUs), Memorandum of<br />
Collaborations (MoCs), Memorandum of Cooperation<br />
(MoCoop) and/or agreements that <strong>IGNOU</strong> is signing<br />
with an agency/institution or organisation.<br />
Sharing of <strong>IGNOU</strong> Study Material: The selfinstructional<br />
study material is made available to<br />
State Open Universities (SOUs), Distance Education<br />
Institutes (DEIs) and other institutions through bulk<br />
purchase or by agreements for reproduction,<br />
adaptation and translation rights on the payment of<br />
license fee. The Division coordinates this activity on<br />
behalf of <strong>IGNOU</strong>.<br />

The Regional Services Division (RSD) has the<br />
responsibility of developing policies, systems and<br />
procedures for the establishment and management of<br />
regional centres (RCs) and learner support centres (LSCs).<br />
The University has established 61 regional centres, each<br />
with an area of jurisdiction, which may be an entire state<br />
or selected districts in the same region. In addition, the<br />
University has established around 11 recognised regional<br />
centres for the Indian Armed Forces and Assam Rifles.<br />
They provide effective network support to the personnel<br />
of these forces availing higher education from <strong>IGNOU</strong>.<br />
The learner support centres are known by different<br />
names depending on the specific role they play, such as<br />
regular study centres, programme study centres, special<br />
study centres, recognised study centres, tele-learning<br />
centers, skill development centres and partner institutions.<br />
These are usually located in educational institutions and<br />
are meant for <strong>IGNOU</strong>`s counselling activities on<br />
weekends. The University provides for all support services<br />
at these centres for learners who wish to avail of these<br />
services though the attendance at counseling sessions is<br />
not mandatory except for the practical component. At<br />
present the University has around 3000 learner support<br />
centres including those for the Armed Forces, partner<br />
institutions and down-linking centres (The distribution<br />
of these centres is given in Appendix-3.)<br />
For extending access to education to more people,<br />
<strong>IGNOU</strong> also has centres in collaboration with various<br />
groups like Confederation of NGOs of Rural India<br />
(CNRI), Jan Shiksha Sansthan (JSS), ICFAI, etc. Further,<br />
for providing access to persons in the economically and<br />
educationally backward blocks (EEBB), given by the<br />
Sachar Committee, <strong>IGNOU</strong> has opened special centres<br />
