two publications, viz., ‘Education without Barriers’ and<br />
‘Open Letter’, a monthly newsletter of <strong>IGNOU</strong>, in<br />
collaboration with the Indo Asian News Service (IANS).<br />

The University offers Ph.D and M.Phil programmes in<br />
most disciplines, under which it has enrolled about 200<br />
students. It also has a Research and Teaching<br />
Assistantship Scheme, under which it has enrolled about<br />
80 students. To look after all the research activities,<br />
<strong>IGNOU</strong> has recently established this unit. It has the<br />
following responsibilities:<br />
to convene the meetings of the Research Council<br />
and its Standing Committee;<br />
to handle the administration, admission and conduct<br />
the evaluation of all research scholars and M.Phil<br />
students;<br />
administration of the Research and Teaching<br />
Assistantship Scheme;<br />
handling of research projects (major/minor<br />
categories) of the University;<br />
processing proposals of Research Centres/Institutions<br />
as Research Centres of <strong>IGNOU</strong> for various<br />
discipline(s).<br />

This centre, operating from the headquarters of <strong>IGNOU</strong>,<br />
provides information and counselling on various<br />

programmes and courses of study to the<br />
prospective learners. It also redresses the students’<br />
grievances such as non-receipt of letters, confirming<br />
admission in the academic programme, non-receipt of<br />
study material, non-receipt of admit card for appearing<br />
in the term-end examination, non-declaration of results<br />
of the term-end examination, non-inclusion of marks/<br />
grades of the assignments and projects in the grade<br />
cards, change in the address, change in the study centre,<br />
change in the medium of instruction etc. It caters to the<br />
learners visiting the centre in person and also those who<br />
approach through telephone, e-mail and post. The SSC<br />
also takes care of the facilities being provided to the<br />
students of the face-to-face on-campus programmes.<br />
Students at the SSC<br />
The SSC has a sub-centre, the <strong>IGNOU</strong> City Centre, in<br />
the heart of the capital. This is meant for disseminating<br />
information on different issues of student-related queries,<br />
and an appropriate platform to redress them, through a<br />
one-stop Information-cum-Query Handling Centre.<br />

Indira Gandhi National Open University was one of the<br />
first educational institutions of higher learning to<br />
implement the guidelines laid down by the Central<br />
Vigilance Commission. The Vigilance Cell, established<br />
in 1998, is headed by the part-time Chief Vigilance<br />
Officer (CVO). The CVO advises the Vice-Chancellor<br />
on vigilance complaints concerning the University<br />
teachers, academics, officers and staff to ensure probity<br />
and integrity in public administration.<br />
The objectives of the Vigilance Cell are to:<br />
activate vigilance machinery in the University for<br />
investigating complaints;<br />
sensitise the University community against corruption<br />
and corrupt practices;<br />
strengthen preventive vigilance by streamlining<br />
procedures; and<br />
prevent the possibilities of corruption and to<br />
encourage a culture of honesty and integrity.<br />
