Annex1: <str<strong>on</strong>g>Meeting</str<strong>on</strong>g> Proposal<br />
Objectives<br />
The aim of the proposed expert meeting is to discuss the latest scientific basis of geoengineering, its impacts and resp<strong>on</strong>se<br />
opti<strong>on</strong>s, and to identify key knowledge gaps. The expert meeting would be organised by Working Group III with a cross-<br />
Working-Group focus. The following issues will be discussed in more detail:<br />

different geoengineering opti<strong>on</strong>s, their scientific basis and associated uncertainties;<br />
associated potential risks and related knowledge gaps;<br />
effect of impacts and side effects <strong>on</strong> mitigati<strong>on</strong> cost and the role within the portfolio of mitigati<strong>on</strong> opti<strong>on</strong>s;<br />
suitability of existing governance mechanisms for managing geoengineering, including social, legal and political<br />
factors;<br />
key knowledge gaps that could be filled in the shorter and l<strong>on</strong>ger terms.<br />
Expected Outcome<br />
The expert meeting will provide a platform for exchange and discussi<strong>on</strong> am<strong>on</strong>g experts from the different disciplines in<br />
order to better address the important cross-cutting issue of geoengineering. This should also encourage the c<strong>on</strong>sistent<br />
treatment of geoengineering opti<strong>on</strong>s across the WGs’ assessments that will build the basis for the AR5 Synthesis Report.<br />
The <str<strong>on</strong>g>Expert</str<strong>on</strong>g> <str<strong>on</strong>g>Meeting</str<strong>on</strong>g> will produce a report that could include summaries of keynote presentati<strong>on</strong>s, abstracts of expert<br />
c<strong>on</strong>tributi<strong>on</strong>s, reports from breakout group discussi<strong>on</strong>s, and a n<strong>on</strong>-comprehensive bibliography of recent literature related<br />
to geoengineering.<br />
Organizati<strong>on</strong><br />
A Scientific Steering Group will be formed with relevant experts in geoengineering from the <str<strong>on</strong>g>IPCC</str<strong>on</strong>g> Working Groups.<br />
Timing: first half of 2011<br />
Durati<strong>on</strong>: 2 to 3 days<br />
Participants: About 40 invited experts, with broad internati<strong>on</strong>al representati<strong>on</strong>. It is proposed that 25 journeys for experts<br />
from developing countries and ec<strong>on</strong>omies in transiti<strong>on</strong> including Co- and Vice-Chairs from all Working Groups are allocated<br />
as part of the line item “expert meetings related to the AR5” in the <str<strong>on</strong>g>IPCC</str<strong>on</strong>g> Trust Fund budget for 2011. Participants will be<br />
needed with expertise in:<br />

WGI: clouds/aerosols & climate, carb<strong>on</strong> cycle & climate, coupled climate - carb<strong>on</strong> cycle projecti<strong>on</strong>s<br />
WGII: impacts <strong>on</strong> human and natural systems<br />
WGIII: bottom-up modelling experts, risk analysis, integrated assessment modelling groups, governance and<br />
internati<strong>on</strong>al cooperati<strong>on</strong>.<br />
