14. OPTIONAL
16.1 Monitoring and Control System or SCADA System
The Scope of the SCADA shall consist of :-
Supply of Required hardware to interface the discrete inputs, discrete outputs, analog
inputs and intelligent RS232/485 interface.
Supply, installation, wiring and commissioning of Programmable logic controller
along with programming software for device interface and control
Supply of Industrial Computer System
Supply, installation and commissioning of Interface media (OFC or Copper) for
Ethernet connectivity between Power station and monitoring center (distance approx.
1200 meters).
Development of GUI based software modules for Supervisory Monitoring, storage
and Control.
14.1.1 Features
i. Acquisition, Monitoring and Storage of:-
Major Power Station Switch Gear ON, OFF and Trip status
Power system parameters (on a LT side) – Voltage, Current, Frequency, Power,
Power factor, Distortion and Energy through RS485 or SNMP of multifunction power
meters.
Health parameters of Ring Main Unit (RMU) controllers
Health parameters (both analog and status) of Feeder Protection Relays
Health parameters and status of Captive Gen Controllers through RS485 or SNMP
Uninterruptible Power supply systems through RS485 or SNMP
ii. Control of:-
Substation Switchgear operation
HT Voltage Regulator operation
LT Automatic Voltage Regulators
Utility / DG Auto Mains failure operation by using DG set controller
For the above defined systems algorithms and procedure will be provided at the
time of designing.
14.1.2 General
The supplier shall use commercially available MMI / HMI SCADA system for
interfacing the devices and development of GUI for monitoring, storage and control.
Developing the drivers for interfacing, compatible RS485/232 and SNMP devices
shall be the scope of the designer / supplier.
MCF will provide the MODBUS protocol query information about the RS485 devices
details wherever available.
NOTE: Bidders must mention in detail about the tech. offer & limitation if any.
