To assist in the process <strong>of</strong> developing<br />
a revised funding system for the constitutional<br />
<strong>of</strong>ficers, JLARC staff developed<br />
computer models to calculate costs for each<br />
constitutional <strong>of</strong>fice, and to determine the<br />
State and local shares <strong>of</strong> the costs. To<br />
evaluate the impact <strong>of</strong> the changes in the<br />
system on the funding for each <strong>of</strong>fice, the<br />
models can be used to vary certain choices,<br />
such as average base salaries, salary in-<br />
creases, a cost-<strong>of</strong>-competing factor for<br />
personnel, fringe benefits, and State and<br />
local shares <strong>of</strong> service costs. Two examples<br />
<strong>of</strong> how the models can be used are<br />
shown in Appendix E.<br />
Finally, the recommendations in this<br />
report, with the suggestions <strong>of</strong> the State<br />
Compensation Board and the constitutional<br />
<strong>of</strong>ficers, can provide a sounder basis for<br />
allocating funds to <strong>Virginia</strong>'s local constitutional<br />
<strong>of</strong>ficers.<br />
