Study Mandate<br />

1989 Appropriations Act Language<br />
The <strong>Joint</strong> <strong>Legislative</strong> <strong>Audit</strong> and Review Commission shall conduct a study <strong>of</strong> state<br />
support for locally elected constitutional <strong>of</strong>ficers. Such study shall include, but not<br />
necessarily be limited to: (i) the status <strong>of</strong> part-time Commonwealth's Attorneys,<br />
as requested by SJR 55 (1988); (ii) workload standards and policies to be utilized<br />
for the allocation <strong>of</strong> positions to the locally elected constitutional <strong>of</strong>ficers funded<br />
through Items 70, 71, 72, 73, 74 and 75 <strong>of</strong> this Act, (iii) the level <strong>of</strong> state and local<br />
participation in the funding <strong>of</strong> positions allocated through these items, and (iv) an<br />
analysis <strong>of</strong> alternative methods and agencies for administering these items. In<br />
evaluating proposed staffing standards for Sheriffs, the Commission shall consider<br />
jail staffing separately from law enforcement and courtroom security requirements.<br />
When formulating its recommendations with regard to the level <strong>of</strong> state<br />
and local participation, the Commission shall consider the relative benefit derived<br />
from the services provided, the financial ability <strong>of</strong> the localities to provide support<br />
and the relative differences in salary levels in northern <strong>Virginia</strong>. The Commission<br />
shall report on its progress to the 1989 Session <strong>of</strong> the General Assembly and<br />
complete its work no later than November 15, 1989. Further, the Commission<br />
shall submit its recommendations, if any, to the 1990 Session <strong>of</strong> the General<br />
Assembly. In carrying out this review, the Compensation Board, Department <strong>of</strong><br />
Corrections, Department <strong>of</strong> Personnel and Training, and the Department <strong>of</strong> Planning<br />
and Budget shall cooperate as requested and shall make available records,<br />
information and resources necessary for the completion <strong>of</strong> the work <strong>of</strong> the Commission<br />
and its staff<br />
