1. Introduction

cohesiye, strategic approach to further ensure enhanced performance and compliance
with statutory and other legal requirements.
Section 2 of the E.O. directs Federal agencies to implement sustainable practices for:

Use of renewable ener5.
Reduction in n-ater consumption intensit\..
Acquisition of green products and services.
Pollution prei-ention, including reduction or elimination of the use of tosic and

Cost-effective waste prevention and recycling programs.
Increased diversion of solid waste.
Sustainable desi,onkigh performance bwldings.
Vehicle fleet management, including the use of alternative fuel vehicles and
alternative fuels and the further reduction of petroleum consumption.

A. Purpose
The purpose of this document is to define agency requirements for implementing E.0
13423 and to define broad strategies for achieving them. This document is the first of
such E.O. implementing instructions. In order to ensure effectiye and efficient
implementation, and to meet the goals and objectives of the E.O.. it is mandato? that
executive departments and agencies implement the activities described in these
instructions in accordance with Sections 1: 2, 3, and 4(b) of the E.O.
B. Authority
These instmctions are issued under the authority of Section 4(b) of the E.O. This section
authorizes the Chairman of the Council on Environmental Qualit\. (CEQ) to issue
instructions on implementing the E.O. after consultation nith the Director of the Office
of Management and Budget (OMB) and the interagency Steering Committee.

The organizational structure of the entities established to coordinate and o\-ersee
implementation of E.O. 13423 is shown in Figure 1. The organizational structure as well
as the roles and responsibilities of each entih are described below.
