<strong>Landcom</strong> believes that providing increased<br />

housing choice for consumers, combined<br />

with structural change, remains <strong>the</strong> most<br />

sustainable way for us <strong>to</strong> influence <strong>the</strong><br />

supply of affordable housing. However, some<br />

of our attempts over time <strong>to</strong> demonstrate<br />

leadership through structural change have<br />

not progressed as we would have liked, for a<br />

variety of reasons.<br />

Some years ago, we developed a shared<br />

equity loan product designed <strong>to</strong> increase<br />

<strong>the</strong> purchasing capacity of moderate<br />

income households, enabling <strong>the</strong>m <strong>to</strong><br />

secure a foothold in <strong>the</strong> property market.<br />

The basis for our scheme was that <strong>the</strong><br />

lending institution would retain a share in<br />

<strong>the</strong> home’s equity on settlement, which<br />

would enable <strong>the</strong> lender’s recurrent costs<br />

<strong>to</strong> be offset by its share in future capital<br />

gains when <strong>the</strong> house was sold.The scheme<br />

was supported in principle by one of <strong>the</strong><br />

major banks. However, it required changes<br />

<strong>to</strong> <strong>the</strong> commonwealth tax system <strong>to</strong> make<br />

it attractive for <strong>the</strong> banking sec<strong>to</strong>r <strong>to</strong> invest<br />

in <strong>the</strong> scheme and, <strong>to</strong> date, we have been<br />

unable <strong>to</strong> effect <strong>the</strong>se changes.<br />

We also developed a tailored investment<br />

framework designed <strong>to</strong> attract institutional<br />

inves<strong>to</strong>rs <strong>to</strong> participate in <strong>the</strong> development<br />

of a portfolio of rental housing property<br />

properties. <strong>Landcom</strong>’s proposal involved a<br />

proportion of each portfolio being made<br />

available for affordable rental. While this<br />

concept has growing support internationally,<br />

Australia’s tight investment market,<br />

combined with a conservative approach<br />

<strong>to</strong>wards residential property investment<br />

by <strong>the</strong> major institutions, meant that our<br />

initiative has failed <strong>to</strong> gain financial support<br />

at this time. We plan <strong>to</strong> keep this initiative<br />

under active review in coming years in<br />

<strong>the</strong> event that <strong>the</strong>re is a shift in market<br />

sentiment.<br />
