Actions Public-Private Initiatives < Coordinate City economic development efforts carried out under this Plan with the economic development efforts of the Greater Oklahoma City Chamber of Commerce as outlined in Forward Oklahoma City—The New Agenda (1996-2000) and Forward Oklahoma City II (2001-2005) to grow the economy and improve the overall quality of life in Oklahoma City. Form partnerships combining City departments, trusts, and authorities with local firms, area chambers of commerce, and the State to jointly pursue economic development initiatives including • land acquisition and infrastructure improvements, • establishing technology transfer programs, • creating and implementing Business Improvement Districts, Tax Increment Finance districts, tax abatement incentives, and other methods for financing economic development and redevelopment efforts. Seek additional resources to fund an aggressive, ongoing economic development effort. Work with chambers of commerce, universities and vo-techs, and financial institutions to assist existing businesses in expanding their operations and entrepreneurs in starting new businesses. Programs to support these businesses include assistance with developing business plans, providing marketing and site selection data, advising business owners about governmental and other programs, providing small business loans, and developing business incubators for small business startups. Emphasize technology-based enterprises in industrial recruitment and business development efforts. Identify and pursue industrial development opportunities in freight movement and other sectors created by the designation of I-35 as a NAFTA (North American Free Trade Agreement) corridor. Encourage the development of a Regional Growth Dynamics Study that highlights the airport as the economic development hub of Central Oklahoma. Promote the availability and further enhancement of natural resources (water) especially along the banks of the Canadian River. 95
Planning and Capital Improvements Identify key areas for new and expanding employers needing larger tracts (30+ acres). Areas to be considered include • Will Rogers World Airport and vicinity, • along the North Canadian River from Sooner Rd to MacArthur Blvd, • along I-240 between Tinker Air Force Base and Crossroads Mall, • along Broadway Extension from I-44 north to the Edmond-Oklahoma City corporate limits, • along I-40 between Mustang Road and May Avenue, • along I-35 between NE 23rd St and the Oklahoma City-Edmond corporate limits, and • along I-44 between the Broadway Extension and I-35. Create a Technology Park/Research and Development zoning classification. The development regulations for this zoning classifications should provide for specialized communications technology, underground utilities, enhanced landscaping including berms and trees, and other amenities including sidewalks and trails. Direct additional infrastructure improvements for economic development including water and sanitary sewer lines, roads, traffic signals, transit, telecommunications facilities, and other private utilities to locations within the Urban Growth area. Establish priorities within the City’s capital improvements program which support this policy. Education Initiatives Within existing educational programs emphasize technology training, especially in the fields such as aerospace, vehicle assembly, bio-medicine, heavy equipment production, and communications which already have a strong presence within the Oklahoma City area economy. Continue and expand workforce development programs offering job-training, transportation access, and child care for lower-income residents, especially those in the Enterprise Community area to promote increased job participation and higher incomes among these residents. Center City Redevelopment Encourage redevelopment, revitalization, and enhancement of all areas inside the “loop” (area bounded by I-44 on the north and west, I-240 on the south, and I-35 on the east) including “downtown” housing. Promote the reuse of larger vacant sites convenient to the central city including brown field locations as business locations through appropriate land use decisions and supportive infrastructure improvements. Identify key sites for business development within the central city and prepare profiles on their conditions and assets. Promote the formation of Business Improvement Districts and Tax Increment Financing areas as a means of financing Center City redevelopment. 96
