ELM is encouraged to liaise with
SDM over the usage of renewable
energy and explore the possibility
of exploring alternative energy

process of developing an Energy
Strategy, in this regard the ELM is
encouraged to work with the
district in developing an Energy
plan to respond to the challenges
of saving energy and using
alternative sources of energy
b) The ELM is commended for
conducting a land audit as it
presents a tool for future planning
and decision-making. It is
recommended the information from
the land audit be incorporated into
the Geographical Information
System (GIS) and cadastral
system. This will aid the
municipality in managing land
development and strategic
packaging available land for future
development.
c) The hygiene and overcrowding
problems and challenges attributed
to deplorable living conditions in
Kwamasiza Hostel are noted. The
ELM is encouraged to continue to
work with the Department of
Housing to address the issue of
hostel upgrading through the 20
Prioritized Township Programme
(20 PTP). Focus must also be
placed on upgrading of other

At present the Land Audit information as
conducted and subsequently submitted
by Emendo Town Planners is being
verified on official level. The cadastral
base has been checked and
amendments were submitted to Emendo
on 9 February 2009 for rectification.
PSU International was appointed by
Council to assist with the data clean up
process which is driven by the Financial
Services Cluster.
As soon as Emendo has rectified the
above mentioned cadastral base, they
will submit a data base of all Council
owned properties to the municipality,
which information will then be cross
checked with the information received
from PSU International during the data
clean up process. This database will
then form the final Land Audit database
for Emfuleni Local Municipality.
The clean purified water was installed in
the form of Taps and the toilets were
installed.
