2008 between SDM, ELM and
Ward Committees, the ELM
committed to address the most
pressing needs identified through
the ward planning meetings.
Among the priority needs identified
were, inter alia, road infrastructure
backlogs, contamination of water
resources through sewer spillage,
billing system, theft of electrical
cables and lack of streets lights,
and inefficient and irregular waste
removal services. The ELM is
commended for integrating Ward
Committees into the work of the
Council.
b) The abovementioned
commitments affirm the efficacy of
the ward based planning system
as a means to collectively identify
challenges and jointly address
them with the communities. The
municipality is commended for its
comprehensive ward based
planning process.
The Community Development
Workers (CDW’s) play a significant
role as a vehicle to ensure that
government adequately addresses the
needs of the communities, and the
ELM is encouraged to strengthen
relationships with CDW’s to aid
increase communication with
communities.
Comments/Responses
The current 100 day action plan
provides for continued removal of illegal
dumps in each ward on a planned basis.
The only existing backlogs in terms of
household collection services are in
informal settlement areas and new
areas developed that have no proper
road infrastructure in place. A
systematic and regular removal of illegal
dumps are also applicable for these
areas weekly household.

The CDW’s has been in operation at
ELM, working together with the
speaker’s office .They function in all the
identified areas within the municipal
area.
