c) The absence of an up-to-date
Skills Development Plan may
worsen service delivery and further
exacerbate staff shortage
challenges that the municipality is
currently grappling with. The ELM
is encouraged to review its
Workplace Skills Development
Plan (WSDP) so as to address the
challenges identified regarding the
shortage of skills.
The ELM has been operating
without any Performance
Management System (PMS) for a
while and has since appointed a
service provider to establish the
PMS. The ELM is advised to
expedite the process and
implement a broader corporate
PMS that will be cascaded to all
levels of employment. In so doing
the municipality is also advised to
liaise and work closely with Trade
Union representatives to avoid
possible disputes over the issue of
incentives.
d) It has been noted that the ELM
seems to be entangled in myriad of
litigation procedures that will have
a negative impact on service
delivery. It is reported in the
2008/9 IDP that 52% of the civil
matters have been settled whilst
48% are still pending. The ELM is
encouraged to speedily and
amicably resolve all these disputes
to ascertain that service delivery
matters assume pre-eminence.
The IDP reveals the use of different
sources of information in the analysis
phase of the municipal status quo.
This does not augur well for service
delivery and may compromise joint
planning and implementation of
projects. It is recommended that the
municipality utilise a single formal data
set (Stats SA) to ascertain congruency
in planning through accurate
projections.
Comments/Responses
The revised WSP was submitted to the
Labour Department in June 2008. The
next WSP to be submitted in June 2009.
Will be informed by the skills audit to be
done internally. The Basetsana Group
assigned to Emfuleni Local Municipality
to conduct the skills audit did non
feedback to the Municipality, hence the
state of the current WSP.
The PMDS is being cascaded down
from Section 56 employees and it now
includes levels 1 to 5 employees which
form part of management. A booklet
format performance system will be
introduced to lower levels.
We hope to do the assessment of levels
1 to 5 between February and March
2009.
The civil matters currently before the
courts are outside the control of the
municipality due to court processes.
The disciplinary matters have been
greatly reduced. Currently there
are……. Of cases.
