years, and the FAA has continuod to govern through exemption<br />

instead of changing the law.<br />

Your help is needed at this time because tandem jumping has Srown<br />

into a multi-million dollar business which has suffered unreasonable<br />

losses in time and money due to:<br />

1) The fact that the tenuousness of doing business under an<br />

exemption, and being classified as "experimental", has discouraged<br />

investments in the tandem jumping industry.<br />

2) If the exemption were not renewed or it was rescinded, future<br />

students would be denied the benefits of using the safest method<br />

of making a parachute jump, needlessly endangering their lives.<br />

3) The exemption not being renewed before it expired.<br />

After twelve years and millions of tandem jumps, tandem jumping is<br />

no longer an "experiment". With nearly three quarlers of a million<br />

tandem jumps being made annually, we are generating hundreds of<br />

millions of dollars in revenue. These thousands of business people<br />

need relief from having to conduct business under an exemption, and<br />

they need the protection of a change to FAR Part 105 that will allow<br />

tandem jumping and related businesses to flourish.<br />

Please initiate an investigation as to why this promised change has<br />

not occurred (after 12 years), and take the necessary action to bring<br />

this needed change in the law to fruition.<br />
