The <strong>Economic</strong> Commission for Latin America <strong>and</strong> the Caribbean (ECLAC) has made this<br />
assessment at the request <strong>of</strong> the Government <strong>of</strong> <strong>Jamaica</strong> in close cooperation with the United<br />
Nations Development Programme (UNDP) <strong>and</strong> with the assistance <strong>of</strong> the Planning Institute <strong>of</strong><br />
<strong>Jamaica</strong>. Several agencies <strong>of</strong> the United Nations contributed information for this assessment,<br />
namely FAO <strong>and</strong> PAHO. Information was also supplied by various ministries <strong>and</strong> agencies <strong>of</strong><br />
the Government <strong>of</strong> <strong>Jamaica</strong> as well as several non-government institutions <strong>and</strong> private sector<br />
entities. These include, among others:<br />
- The Office <strong>of</strong> Disaster Preparedness <strong>and</strong> Emergency Management (ODPEM);<br />
- The Meteorological Office ;<br />
- The Ministry <strong>of</strong> Labour <strong>and</strong> Social Security;<br />
- The Ministry <strong>of</strong> Health;<br />
- The Ministry <strong>of</strong> Education, Youth <strong>and</strong> Culture;<br />
- The Ministry <strong>of</strong> Water <strong>and</strong> Housing/National Works Agency;<br />
- The Ministry <strong>of</strong> Finance <strong>and</strong> Planning;<br />
- The Ministry <strong>of</strong> Agriculture/RADA;<br />
- The Bank <strong>of</strong> <strong>Jamaica</strong>;<br />
- The <strong>Jamaica</strong> Manufacturers Association;<br />
- The <strong>Jamaica</strong> Exporters Association;<br />
- Telecommunications companies;<br />
This report is provided to the Government <strong>of</strong> <strong>Jamaica</strong> for its reconstruction planning strategy <strong>and</strong><br />
to contribute to identifying the financial needs <strong>and</strong> implication for the country.<br />
The assessment was made following the st<strong>and</strong>ard ECLAC methodology for the socioeconomic<br />
<strong>and</strong> environmental assessment <strong>of</strong> disasters (ECLAC, 2004). The mission comprised the<br />
following experts <strong>and</strong> consultants:<br />
- Ricardo Zapata (ECLAC), Focal Point on Disaster Evaluation, overall coordination;<br />
- Roberto Jovel (UNDP), senior consultant in charge <strong>of</strong> technical supervision, <strong>and</strong><br />
assessment <strong>of</strong> productive <strong>and</strong> infrastructure sectors;<br />
- Esteban Perez (ECLAC Sub regional Headquarters for the Caribbean), macroeconomic<br />
analysis;<br />
- Asha Kambon (ECLAC Sub regional Headquarters for the Caribbean), social sectors <strong>and</strong><br />
gender perspective;<br />
- Alicia Acosta, (ECLAC Sub regional Headquarters in Mexico), agricultural sector;<br />
- Michael Hendrickson (ECLAC Sub regional Headquarters for the Caribbean),<br />
government finances;<br />
- Stephen Hodges (UNDP consultant), infrastructure;<br />
- Eleanor Jones (UNDP consultant), environmental assessment; <strong>and</strong><br />
- Sybil Rickets (UNDP consultant), livelihoods.<br />
