The preparation of a plan of action: On the basis of the above: the preparation of a plan<br />

of action <strong>for</strong> requesting <strong>funds</strong> from different sources (<strong>EU</strong>, national) <strong>for</strong> the financing of<br />

each project. Preparation of the justification required by each source (fund).<br />

(When possible and to the max. possible extent) The maturity of the projects to be<br />

proposed <strong>for</strong> co-financing by the <strong>EU</strong> <strong>funds</strong>: Implementation of the required surveys and<br />

studies (feasibility, technical design, environmental impact assessment etc.) and<br />

promotion of critical project issues such as land expropriations, permits, the consensus<br />

of the people affected by the implementation of the projects. Note that in a group of<br />

equally feasible projects, ‘mature’ projects are more likely to be selected <strong>for</strong> <strong>EU</strong><br />

financing.<br />

The improvement of the department/authority’s image and its real capacity to implement<br />

projects: This means the proper implementation of previous co-funded projects and the<br />

strengthening of the implementation capacity of our departments. Note that capable,<br />

trustworthy bodies can promote their projects more effectively than others and are<br />

trusted more readily by the competent EC Service and national authorities.<br />

(b) Proper requests <strong>for</strong> financing: A decision on the provision of <strong>funds</strong> will be made if a proper<br />

request is submitted by the road authority. This decision will be based on what has been<br />

included in the application. There<strong>for</strong>e the timely and proper positioning of requests <strong>for</strong> <strong>EU</strong><br />

funding is very important. This includes at the very least:<br />

The prompt submission of requests <strong>for</strong> financing: It is vital to prepare requests <strong>for</strong><br />

financing correctly and fully and to submit the required documentation on time. Calls <strong>for</strong><br />

the expression of interest issued by the competent managing authorities usually have<br />

specific requirements regarding content and the timing of the submission of the<br />

application.<br />

The proper & timely support of the requests: The managing authority very often requests<br />

additional data and in<strong>for</strong>mation about the application. Naturally, these requests must be<br />

satisfied completely, properly, and in a timely manner.<br />

(c) Follow-up of the situation: The approval or rejection of an application <strong>for</strong> <strong>EU</strong> financing<br />

submitted by a road authority does not necessarily mean that the road authority will be excluded<br />

from other <strong>for</strong>ms of financing. It is there<strong>for</strong>e important to follow up the situation in order to see<br />

whether there are possibilities <strong>for</strong> (further) financing.<br />

Follow-up of the effected engagements of the <strong>EU</strong> <strong>funds</strong>: It is important to know whether<br />

the <strong>EU</strong> fund has already engaged all the available <strong>funds</strong> <strong>for</strong> the period. This is important<br />

because engagements are usually made with many consecutive ‘calls’.<br />

Follow-up of the progress of the other co-financed projects: However, even if the full<br />

amount of the available <strong>funds</strong> are engaged, there are cases where <strong>funds</strong> that have<br />

already been engaged are moved away from projects that can not proceed according to<br />

the available time-frame. There might, there<strong>for</strong>e, be a possibility that other projects can<br />

take their place.<br />
