In many countries, the ‘bureaucracy’ imposed by the competent EC and national authorities <strong>for</strong><br />
the management of <strong>EU</strong> <strong>funds</strong> comprises a set of rules and procedures that are not included in<br />
the routine operations of the stakeholders involved, but are imposed as additional obligations<br />
and restrictions. This certainly generates relatively high costs at many levels and often causes<br />
frustration among the stakeholders involved.<br />
Nevertheless, most countries and organisations are keen to get and use <strong>EU</strong> funding, mainly<br />
because the funding takes the <strong>for</strong>m of subsidies (grants) that do not have to be repaid.<br />
