Classifications<br />

A wide range <strong>of</strong> employees and classifications provide services to people residing at<br />

<strong>Lanterman</strong>, as reflected in Attachment 8. The classifications fall into one <strong>of</strong> <strong>the</strong><br />

following three categories:<br />

Direct Care Nursing: The direct care nursing staff makes up 50% <strong>of</strong> <strong>the</strong> employee<br />

population and includes those employees who are assigned to shifts and fulfill required<br />

staffing minimums <strong>for</strong> providing direct care services to <strong>the</strong> men and women residing at<br />

<strong>Lanterman</strong>. These employees are primarily registered nurses, psychiatric technicians,<br />

psychiatric technician assistants, and trainees or students.<br />

Level-<strong>of</strong>-Care Pr<strong>of</strong>essional: The level-<strong>of</strong>-care pr<strong>of</strong>essionals make up 10% <strong>of</strong> <strong>the</strong> total<br />

employee population and include physicians, rehabilitation <strong>the</strong>rapists, social workers,<br />

teachers, physical and occupational <strong>the</strong>rapists, respiratory <strong>the</strong>rapists, vocational<br />

trainers, and o<strong>the</strong>rs who also provide a direct and specialized service <strong>for</strong> <strong>the</strong> consumers<br />

at <strong>Lanterman</strong> but are not in classifications included in <strong>the</strong> direct care nursing minimum<br />

staffing ratios.<br />

Non-Level-<strong>of</strong>-Care and Administrative Support: The remaining 40% <strong>of</strong> <strong>the</strong> employee<br />

population includes those who are in non-level-<strong>of</strong>-care nursing positions but provide<br />

o<strong>the</strong>r direct services to consumers, and also administrative support. This includes<br />

dietary employees such as cooks and food service workers, plant operations staff,<br />

clerical support, personnel and fiscal services employees, health and safety <strong>of</strong>fice staff,<br />

quality assurance reviewers, and all facility supervisors and managers.<br />

Employee County <strong>of</strong> Residence<br />

<strong>Lanterman</strong> employees primarily live in one <strong>of</strong> four counties near LDC. Forty-six<br />

percent (46%) reside in San Bernardino County, 40% live in Los Angeles County,<br />

ano<strong>the</strong>r 8% reside in Riverside County, and 5% live in Orange County. Only 1% <strong>of</strong><br />

employees reside in a county o<strong>the</strong>r than one <strong>of</strong> <strong>the</strong> four identified above.<br />

PLANS FOR EMPLOYEES<br />

The Department is committed to <strong>the</strong> establishment and implementation <strong>of</strong> employee<br />

supports that promote work<strong>for</strong>ce stability and provide opportunities <strong>for</strong> employees to<br />

determine <strong>the</strong>ir future. Employee retention during <strong>the</strong> closure and transition process is,<br />

and will remain, a high priority to assure continuity <strong>of</strong> services and to protect our most<br />

valuable resource, <strong>the</strong> expertise and commitment <strong>of</strong> a dedicated work<strong>for</strong>ce.<br />

The Department has already conducted several employee <strong>for</strong>ums to provide<br />

opportunities <strong>for</strong> staff to ask questions and provide input <strong>for</strong> consideration in <strong>the</strong><br />

planning process. In addition, special meetings have been held between management<br />

and union representatives, specifically <strong>the</strong> American Federation <strong>of</strong> State, County, and<br />

Municipal Employees (AFSCME) Local 2620, AFL-CIO; <strong>the</strong> Cali<strong>for</strong>nia Association <strong>of</strong><br />
