II. <br />

LANTERMAN RESIDENTS <br />

The highest priority <strong>of</strong> <strong>the</strong> Department in developing this <strong>Plan</strong> is to ensure <strong>the</strong> continued<br />

health and safety <strong>of</strong> <strong>the</strong> <strong>Lanterman</strong> residents during and following <strong>the</strong>ir successful<br />

transition to appropriate living arrangements identified through <strong>the</strong> individual planning<br />

process. The <strong>Plan</strong> is in<strong>for</strong>med by significant data and in<strong>for</strong>mation about <strong>the</strong> men and<br />

women who reside at <strong>Lanterman</strong> (Attachment 5) and important input received from<br />

meetings with residents, family members and employees; <strong>the</strong> public hearing; and<br />

extensive written correspondence (Attachment 3).<br />

The following sections specifically identify <strong>the</strong> overall demographics <strong>of</strong> <strong>the</strong> population<br />

residing at <strong>Lanterman</strong>, <strong>the</strong> expected process to be used <strong>for</strong> each individual during<br />

closure and <strong>the</strong> recommended development <strong>of</strong> services based upon assessed need,<br />

stakeholder input and knowledge <strong>of</strong> <strong>the</strong> current community system in <strong>the</strong> Sou<strong>the</strong>rn<br />

Cali<strong>for</strong>nia region.<br />

DEMOGRAPHICS<br />

Level-<strong>of</strong>-Care and Services Provided at <strong>Lanterman</strong>: <strong>Lanterman</strong> currently provides<br />

services to residents under three levels-<strong>of</strong>-care. The facility is licensed as a General<br />

Acute Care Hospital with distinct licenses <strong>for</strong> an Intermediate Care Facility (ICF) and<br />

Nursing Facility (NF). As <strong>of</strong> March 3, 2010, 393 people were in residence at <strong>the</strong> facility<br />

with 92 individuals (approximately 23%) living on one <strong>of</strong> five NF residences and <strong>the</strong><br />

remaining 301 (approximately 77%) residing on one <strong>of</strong> <strong>the</strong> facility’s 11 ICF residences.<br />

The third level-<strong>of</strong>-care is provided on <strong>the</strong> Acute Care unit where residents are<br />

transferred to receive short-term medical and nursing care when <strong>the</strong>y experience an<br />

acute health care condition. The census on each <strong>of</strong> <strong>the</strong> NF or ICF units ranges from<br />

17-35 residents with <strong>the</strong> Acute Care unit averaging 7 residents per day with an average<br />

length <strong>of</strong> stay <strong>of</strong> approximately 7 days per visit.<br />

Regional <strong>Center</strong> Communities: <strong>Lanterman</strong> is primarily a resource to <strong>the</strong> Sou<strong>the</strong>rn<br />

Cali<strong>for</strong>nia area with over 99% <strong>of</strong> <strong>the</strong> individuals who reside at <strong>Lanterman</strong> being served<br />

by a Sou<strong>the</strong>rn Cali<strong>for</strong>nia RC. Of <strong>the</strong> 12 RCs actively involved with <strong>Lanterman</strong>,<br />

81 residents (20% <strong>of</strong> <strong>Lanterman</strong>’s population) are served by San Gabriel/Pomona RC,<br />

71 (18%) are served by North Los Angeles County RC, and 69 (17%) are served by<br />

Frank D. <strong>Lanterman</strong> RC. The numbers <strong>of</strong> residents served by <strong>the</strong> remaining RCs are:<br />

43 (11%) by Eastern Los Angeles RC, 36 (9%) by Inland RC, 35 (9%) by South Central<br />

Los Angeles RC, 25 (7%) by San Diego RC, 12 (3%) by RC <strong>of</strong> Orange County, 10 (3%)<br />

by Westside RC, and 8 (2%) by Tri-Counties RC. Residents served by non-Sou<strong>the</strong>rn<br />

Cali<strong>for</strong>nia RCs are 2 served by San Andreas RC and 1 by Kern RC. The population by<br />

RC is summarized in Attachment 6.<br />
