Department will implement a Department Restriction <strong>of</strong> Appointment (DROA) process<br />

that will provide a hiring priority <strong>for</strong> <strong>Lanterman</strong> employees who apply <strong>for</strong> any advertised<br />

vacancies within DDS. An additional benefit derived from <strong>Lanterman</strong> employees<br />

transferring to o<strong>the</strong>r DDS employment is that it provides flexibility in setting employee<br />

transfer dates to ensure <strong>Lanterman</strong> retains adequate staffing levels during <strong>the</strong> closure.<br />

Private Sector Service Provider or Support Staff<br />

Opportunities will be provided <strong>for</strong> interested <strong>Lanterman</strong> employees to learn about<br />

transferring to <strong>the</strong> community service system as non-state service providers. In<br />

partnership with local regional centers, <strong>the</strong> Department will sponsor meetings that<br />

provide <strong>Lanterman</strong> employees with in<strong>for</strong>mation regarding service needs, resources, and<br />

vendorization <strong>for</strong> those employees who are interested in becoming community-based<br />

service providers. Additionally, opportunities will be shared to become a regional center<br />

employee.<br />

Voluntary Transfer to O<strong>the</strong>r State Positions<br />

It is expected that a number <strong>of</strong> <strong>Lanterman</strong> employees, especially those in non-nursing<br />

positions, will find opportunities <strong>for</strong> future employment by exploring positions in o<strong>the</strong>r<br />

state departments. Employees who wish to pursue <strong>the</strong>se options will be assisted in <strong>the</strong><br />

following ways:<br />

• Surplus Status<br />

Following legislative approval <strong>of</strong> <strong>the</strong> <strong>Plan</strong> <strong>for</strong> <strong>the</strong> <strong>Closure</strong> <strong>of</strong> <strong>Lanterman</strong><br />

<strong>Developmental</strong> <strong>Center</strong> and Department <strong>of</strong> Personnel Administration (DPA) approval<br />

<strong>of</strong> <strong>the</strong> Staff Reduction plan, <strong>Lanterman</strong> employees with permanent status become<br />

eligible <strong>for</strong> “surplus status,” which will af<strong>for</strong>d <strong>the</strong>m many <strong>of</strong> <strong>the</strong> same benefits as <strong>the</strong><br />

State Restriction <strong>of</strong> Appointments (SROA) program described below. With “surplus”<br />

status, a <strong>Lanterman</strong> employee has hiring priority when applying <strong>for</strong> advertised<br />

vacancies in any classification <strong>for</strong> which <strong>the</strong> employee is eligible <strong>for</strong> lateral transfer.<br />

• State Restriction <strong>of</strong> Appointments<br />

Once <strong>the</strong> Department has submitted and received approval from DPA on a <strong>for</strong>mal<br />

Staff Reduction plan related to <strong>the</strong> closure <strong>of</strong> <strong>Lanterman</strong>, employees will be eligible<br />

to participate in <strong>the</strong> SROA process. Any state department that receives applications<br />

<strong>for</strong> an advertised vacancy from SROA candidates who are ei<strong>the</strong>r in that job<br />

classification or eligible <strong>for</strong> consideration as lateral transfers, is required to consider<br />

SROA candidates be<strong>for</strong>e promotional candidates or ano<strong>the</strong>r candidate who does not<br />

have SROA status. Only in rare circumstances where specialized knowledge is<br />

required is approval granted by DPA to hire a non-SROA candidate over those<br />

eligible <strong>for</strong> consideration with SROA status. Employees are guaranteed a minimum<br />

<strong>of</strong> 120 days <strong>of</strong> SROA status but it may be longer with DPA approval.<br />
