Chief Officers will determ<strong>in</strong>e their own local membership and bus<strong>in</strong>ess<br />
arrangements. They will ensure that they are transparent and accountable to<br />
elected members and <strong>Scottish</strong> M<strong>in</strong>isters. Their partnership work<strong>in</strong>g will focus on<br />
provid<strong>in</strong>g better outcomes <strong>for</strong> vulnerable <strong>child</strong>ren and families.<br />
They will set up arrangements <strong>for</strong> gather<strong>in</strong>g and present<strong>in</strong>g per<strong>for</strong>mance<br />
management and monitor<strong>in</strong>g <strong>in</strong><strong>for</strong>mation that is relevant to achiev<strong>in</strong>g these<br />
outcomes <strong>in</strong> their areas and tak<strong>in</strong>g appropriate action <strong>in</strong> response to<br />
unsatisfactory per<strong>for</strong>mance. They will ensure that there is an <strong>in</strong>terface with adult<br />
<strong>protection</strong>, offender management/Multi-Agency Public Protection Arrangements<br />
(MAPPA), Alcohol and Drug Partnerships and other plann<strong>in</strong>g <strong>for</strong>a.<br />
Child Protection Committee<br />
Child Protection Committees are the primary strategic plann<strong>in</strong>g <strong>for</strong>a <strong>for</strong><br />
develop<strong>in</strong>g and implement<strong>in</strong>g multi-agency <strong>child</strong> <strong>protection</strong> work and are<br />
established <strong>in</strong> each local authority area.<br />
Chief Officers are responsible <strong>for</strong> ensur<strong>in</strong>g that their agencies, <strong>in</strong>dividually and<br />
collectively, work to protect <strong>child</strong>ren and young people as effectively as possible.<br />
Chief Officers must ensure that their Child Protection Committees are properly<br />
constituted, resourced and clearly focussed. The <strong>guidance</strong> “Protect<strong>in</strong>g Children<br />
and Young People: Child Protection Committees 2005”² provides further<br />
<strong>in</strong><strong>for</strong>mation.<br />
Chief Officers across <strong>Scotland</strong> are <strong>in</strong>dividually and collectively responsible <strong>for</strong> the<br />
leadership, direction and scrut<strong>in</strong>y of their respective <strong>child</strong> <strong>protection</strong> services and<br />
their Child Protection Committees.<br />
Chief Officers are responsible <strong>for</strong> oversee<strong>in</strong>g the commission<strong>in</strong>g of all <strong>child</strong><br />
<strong>protection</strong> services and are accountable <strong>for</strong> this work and its effectiveness. They<br />
are <strong>in</strong>dividually responsible <strong>for</strong> promot<strong>in</strong>g <strong>child</strong> <strong>protection</strong> across all areas of their<br />
<strong>in</strong>dividual services and agencies, thus ensur<strong>in</strong>g a corporate approach.<br />
The specification <strong>for</strong> a <strong>child</strong> <strong>protection</strong> service should <strong>in</strong>clude preventative<br />
strategies us<strong>in</strong>g the GIRFEC approach which supports prevention and early<br />
<strong>in</strong>tervention to reduce the number of <strong>child</strong>ren with<strong>in</strong> the <strong>child</strong> <strong>protection</strong> system<br />
(e.g. services to promote the wellbe<strong>in</strong>g of <strong>child</strong>ren and provide support to families<br />
where health <strong>in</strong>equalities, parental substance misuse or domestic abuse is an<br />
issue). These services are not only <strong>in</strong>volved <strong>in</strong> provid<strong>in</strong>g healthcare but also <strong>in</strong><br />
the promotion of health, <strong>in</strong> reduc<strong>in</strong>g health <strong>in</strong>equalities and meet<strong>in</strong>g the wider<br />
public health agendas. The implementation of GIRFEC will create a network of<br />
support around the <strong>child</strong> to promote wellbe<strong>in</strong>g. Concerns regard<strong>in</strong>g a <strong>child</strong>’s<br />
wellbe<strong>in</strong>g should be identified early often with<strong>in</strong> universal services that will either<br />
result <strong>in</strong> a s<strong>in</strong>gle agency plan co-ord<strong>in</strong>ated by the <strong>child</strong>’s Named Person or where<br />
the Named Person requires support from another agency a Lead Professional<br />
will be appo<strong>in</strong>ted to co-ord<strong>in</strong>ate the <strong>child</strong>’s plan.<br />
