Chapter 1 Support<strong>in</strong>g Vulnerable Children and Young People and Families<br />

This section:<br />

Provides <strong>in</strong><strong>for</strong>mation on identify<strong>in</strong>g risks and needs.<br />

Gives detail on apply<strong>in</strong>g the pr<strong>in</strong>ciples of Gett<strong>in</strong>g it Right <strong>for</strong> Every Child<br />

(GIRFEC).<br />

Describes the key NHS professionals <strong>in</strong>volved <strong>in</strong> the care of <strong>child</strong>ren,<br />

young people and families.<br />

The NHS is the provider of universal health services <strong>for</strong> the people of <strong>Scotland</strong>.<br />

Staff work<strong>in</strong>g with<strong>in</strong> the NHS may be the first to become aware that families are<br />

experienc<strong>in</strong>g difficulties <strong>in</strong> look<strong>in</strong>g after their <strong>child</strong>ren there<strong>for</strong>e, healthcare staff<br />

have a role <strong>in</strong> identify<strong>in</strong>g risk factors <strong>for</strong> <strong>child</strong> abuse and neglect and must<br />

participate <strong>in</strong> s<strong>in</strong>gle and multi-agency responses to concerns regard<strong>in</strong>g a <strong>child</strong> or<br />

young person’s welfare. The GIRFEC approach stresses the importance of<br />

understand<strong>in</strong>g needs and risks with<strong>in</strong> a framework of the <strong>child</strong> or young person’s<br />

whole world and wellbe<strong>in</strong>g. When assess<strong>in</strong>g a <strong>child</strong> or young person, all staff<br />

should be alert to the potential risk factors <strong>in</strong> their life.<br />

Intervention should be proportionate and timely and a holistic approach should<br />

be taken to identify<strong>in</strong>g and respond<strong>in</strong>g to a <strong>child</strong>’s needs as well as any risks they<br />

may face. Practitioners, if they are concerned about a <strong>child</strong>, should seek all the<br />

<strong>in</strong><strong>for</strong>mation they need to <strong>in</strong><strong>for</strong>m their assessment, <strong>in</strong>clud<strong>in</strong>g direct questions to<br />

the <strong>child</strong> to obta<strong>in</strong> the <strong>child</strong>’s view.<br />

Gett<strong>in</strong>g it right <strong>for</strong> every <strong>child</strong> (GIRFEC)<br />

Us<strong>in</strong>g the pr<strong>in</strong>ciples and practice outl<strong>in</strong>ed <strong>in</strong> Gett<strong>in</strong>g it right <strong>for</strong> every <strong>child</strong><br />

(GIRFEC) (Appendix 2) health practitioners can fully assess their contribution to<br />

the <strong>child</strong> or young person and plan what type of support or <strong>in</strong>tervention they<br />

might require to maximise their wellbe<strong>in</strong>g. In deal<strong>in</strong>g with <strong>child</strong>ren and young<br />

people and their families, healthcare staff should consider the follow<strong>in</strong>g questions<br />

when they have concerns, or if <strong>child</strong>ren and young people or families ask <strong>for</strong><br />

help:<br />

What is gett<strong>in</strong>g <strong>in</strong> the way of this <strong>child</strong> or young person’s wellbe<strong>in</strong>g?<br />

Do I have all the <strong>in</strong><strong>for</strong>mation I need to help this <strong>child</strong> or young person?<br />

What can I do now to help this <strong>child</strong> or young person?<br />

What can my agency do to help this <strong>child</strong> or young person?<br />

What additional help, if any, may be needed from others?<br />

These questions, along with the GIRFEC practice model, will help health<br />

professionals consider all aspects of a <strong>child</strong> or young person’s life. When it is<br />

recognised that a <strong>child</strong> or young person’s care and <strong>protection</strong> is compromised,<br />

healthcare staff must comply with local <strong>child</strong> <strong>protection</strong> policies and protocols<br />
