prescribed medical or therapeutic treatment such that a <strong>child</strong> or young person<br />

experiences, or is likely to experience significant harm, or neglect, a concern<br />

should be raised immediately to the social work department.<br />

Attempts may be made to justify the above neglect on some basis (e.g.<br />

religion). However, this does not change the legal duties of all agencies to<br />

protect the <strong>child</strong> or young person’s best <strong>in</strong>terests.<br />

Refusal or Withdrawal of a <strong>child</strong> from Rout<strong>in</strong>e Health Services<br />

In circumstances where <strong>child</strong>ren or young people are denied access repeatedly<br />

to rout<strong>in</strong>e health services designed to promote their health and development,<br />

health professionals must ensure when writ<strong>in</strong>g to parents/carers that they give<br />

sufficient <strong>in</strong><strong>for</strong>mation about the importance of the services to the <strong>child</strong> or young<br />

person, outl<strong>in</strong><strong>in</strong>g alternative means of provision and enabl<strong>in</strong>g them to make<br />

<strong>in</strong><strong>for</strong>med choices. It is important <strong>for</strong> professionals to demonstrate that they are<br />

seek<strong>in</strong>g opportunities to work <strong>in</strong> partnership with parents <strong>in</strong> order to achieve good<br />

outcomes <strong>for</strong> the <strong>child</strong> or young person.<br />

It is important to have written evidence to prove that you have attempted to ga<strong>in</strong><br />

co-operation with parents/carers <strong>in</strong> the rout<strong>in</strong>e delivery of services. A standard<br />

letter should be sent <strong>in</strong>clud<strong>in</strong>g the follow<strong>in</strong>g key po<strong>in</strong>ts:<br />

The number of home contacts attempted, <strong>in</strong>clud<strong>in</strong>g the dates and times<br />

visited and number of written “no access” communications left.<br />

What services are on offer at the <strong>child</strong> health cl<strong>in</strong>ic, surgery, health centre, at<br />

home or from the school health service.<br />

Why the services are important emphasis<strong>in</strong>g benefits to the <strong>child</strong> or young<br />

person and the implications <strong>for</strong> the <strong>child</strong> or young person of not receiv<strong>in</strong>g<br />

these.<br />

Inquire from the parent/carer whether there are particular difficulties ga<strong>in</strong><strong>in</strong>g<br />

access to the services which you may be able to help them overcome (e.g.<br />

tim<strong>in</strong>g of cl<strong>in</strong>ics/sessions, transport). Consider if the family would prefer to<br />

access the services from an alternative practitioner (e.g. the GP).<br />

In<strong>for</strong>m parents/carers how to contact you, should they choose to have the<br />

service.<br />

Cont<strong>in</strong>ue to send all appo<strong>in</strong>tments <strong>for</strong> rout<strong>in</strong>e health surveillance,<br />

immunisations and screen<strong>in</strong>g tests.<br />

If at any time you feel the withdrawal from health services is likely to result <strong>in</strong><br />

harm <strong>for</strong> the <strong>child</strong> or young person, consult the <strong>child</strong> <strong>protection</strong> adviser or<br />

social work to decide on further action.<br />

Cont<strong>in</strong>ue to monitor whether this family is registered with a named GP, <strong>in</strong> the<br />

area. If not and the whereabouts of the family are unknown, refer to “Miss<strong>in</strong>g<br />

Family Alert” <strong>guidance</strong> below.<br />
