and must be familiar with local procedures when they have a <strong>child</strong> <strong>protection</strong><br />

concern and take the appropriate action.<br />

<strong>National</strong> Risk Framework <strong>for</strong> Assessment of Children and Young People<br />

Based on the GIRFEC approach to wellbe<strong>in</strong>g, and us<strong>in</strong>g the <strong>National</strong> Practice<br />

Model as its basis, the Framework sets out a process <strong>for</strong> assess<strong>in</strong>g risks of<br />

<strong>child</strong>ren and young people from harm and abuse, and a set of practical tools to<br />

consider key factors <strong>in</strong> their lives.<br />

Named Persons<br />

Under the GIRFEC approach, where a <strong>child</strong> or young person only requires<br />

support from a s<strong>in</strong>gle agency or service (and consequently not requir<strong>in</strong>g Lead<br />

Professional support), the Named Person is designated to be the contact <strong>for</strong> the<br />

<strong>child</strong> or young person and <strong>in</strong>volved <strong>in</strong> support<strong>in</strong>g those who are <strong>in</strong> regular contact<br />

with the <strong>child</strong> or young person.<br />

The Named Person - who can be the midwife, public health nurse-health visitor<br />

(PHN-HV), family nurse (at pre-school stage) and education staff (at school age)<br />

- will have an overview of the wellbe<strong>in</strong>g of the <strong>child</strong> and will carry out a s<strong>in</strong>gle<br />

agency assessment or participate <strong>in</strong> an <strong>in</strong>teragency assessment framework <strong>in</strong><br />

l<strong>in</strong>e with GIRFEC. This will <strong>in</strong><strong>for</strong>m the process of assess<strong>in</strong>g and identify<strong>in</strong>g the<br />

needs of the <strong>child</strong> and will be used dur<strong>in</strong>g <strong>child</strong> support or <strong>protection</strong> processes.<br />

If a health professional has concerns about a <strong>child</strong> or young person and/or is<br />

<strong>in</strong>volved <strong>in</strong> <strong>child</strong> <strong>protection</strong> processes they must ensure the Named Person is<br />

<strong>in</strong><strong>for</strong>med. The Named Person must ensure that all relevant healthcare staff<br />

<strong>in</strong>volved <strong>in</strong> provid<strong>in</strong>g a service to the <strong>child</strong>, young person and/or family are<br />

<strong>in</strong><strong>for</strong>med of the concerns. It is the Named Person’s responsibility to liaise with the<br />

Lead Professional who, <strong>in</strong> cases where there are <strong>child</strong> <strong>protection</strong> concerns, is<br />

often the social worker.<br />

Lead Professionals<br />

Dur<strong>in</strong>g the assessment of the <strong>child</strong>’s needs, us<strong>in</strong>g the GIRFEC approach, there<br />

may be cases where it is identified that a <strong>child</strong> or young person’s safety is the<br />

primary issue, or there is a statutory requirement such as where a <strong>child</strong> or young<br />

person becomes Looked After. In such cases a worker from a specialist part of<br />

health or education or another agency may take the lead <strong>for</strong> co-ord<strong>in</strong>at<strong>in</strong>g help.<br />

This person will become the “Lead Professional”. In <strong>child</strong> <strong>protection</strong> cases the<br />

Lead Professional is often a social worker, however, <strong>in</strong> cases where concerns<br />

are not part of <strong>for</strong>mal <strong>child</strong> <strong>protection</strong> procedures the Lead Professional could be<br />

any practitioner <strong>in</strong>volved with the family. The Lead Professional will sometimes<br />

commence the role through a <strong>for</strong>mal meet<strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g the key practitioners<br />

<strong>in</strong>volved with a particular <strong>child</strong>. It is important that if <strong>child</strong> <strong>protection</strong> concerns<br />

emerge at any stage, the Lead Professional needs to follow local <strong>child</strong> <strong>protection</strong><br />

procedures.<br />
