Solid Waste Services Assessment
Period of Work: 2011 – 2012

The City of Deerfield Beach Solid Waste & Recycling Division (Division) enlisted the services of
KCI to develop a strategic plan for the Division. KCI developed an initial assessment and
overview of the city’s solid waste operation, outlining initial findings and providing cursory data
to help the city better understand its operations in preparation for its long-term operational
plan for improvement. The assessment focused on management and organizational
information, and general operational functions of the Division, analyzing the benefits of a
potential privatization. KCI then developed the operational plan, which has since been
implemented and has helped the Division realize more successful operations, thereby avoiding
privatization. Currently, KCI is helping to implement a city-wide carted single stream recycling
program, bringing Deerfield Beach to the forefront of recycling innovation in Florida.

Solid Waste Master Plan
Period of Work: September 2010 – September 2012

KCI recently developed a comprehensive Solid Waste Master Plan for the city. Project activities
included an evaluation of current operations and staffing levels, a two-season waste
composition study, a review of all solid waste contracts and ordinances, and a comparative rate
analysis. Based on this information, KCI evaluated various programmatic options to optimize
efficiency, improve customer service, and maximize waste diversion. Throughout the project,
KCI took into account the city’s unique geographic location and demographics. As a result of
the project, the city adopted the Solid Waste Master Plan, including a seven-point policy
statement that will establish the city on a pathway to zero waste.
