Provided below are the Kessler Consulting staff members that will be available to the City. As
you can see, the City will receive our most highly experienced staff at very competitive rates.
Kessler Consulting typically works on a time-and-materials basis to deliver the greatest value to
our clients. Based on our very competitive hourly rates and our staff’s high level of expertise,
we believe KCI provides the greatest value for our client’s investment, because in any
consulting engagement, time is the commodity. Competitive rates maximize the time available!
Our rates include all overhead and direct and indirect costs. All expenses (travel, copies,
postage, etc.) are billed at cost without markup.

As outlined in the Proposed Scope of Services detail, Section F of this submittal, KCI offers the
following phased and tasked approach to the solid waste and recycling services assessment
requested. KCI believes it is essential to first review the system and analyze the options
available in Phase I, and then based on these results, design a plan and implementation
strategy in Phase II that best meets the goals and objectives of the City. Provided for each major
task is the expected total work hours for our staff and the cost of service.

‣ KCI will initiate the project by conducting a systematic “top-to-bottom” review of the
City’s current solid waste system. We expect this task to take approximately 120 days.

‣ KCI will assist the City in the development of a Solid Waste Operational Plan to establish
system goals for the next five years. We expect this task to take approximately 90 days.
