North Miami Beach, Florida Response to RFP # 2012-20, Solid Waste and Recycling Services Assessment Section E, Résumés Lisa Lamppert Consultant Lisa Lamppert joined KCI in 2011 and is one of the most recent additions to the KCI team. Lisa is an expert problem-solver who specializes in strategic assessment and development, process improvement, and change management. After an initial assessment and overview of the city’s solid waste operation, an operational plan was initiated. This detailed document presents recommendations for collection service models, operations, personnel, best practices and safety, fleet and equipment, tools and software, and financial structure. Route Rebalancing Analysis, Fort Lauderdale, FL Lisa provided technical service to the city and its franchise haulers with the rebalancing of the city’s solid waste collection routes. The project goal was to develop routing options to provide a safe environment for collectors/haulers as well as residents, balance daily pickups, limit non-productive driving time, consolidate civic associations, synchronize routes, and minimize collection changes. The project also identified operational efficiencies and helped to reduce the city’s carbon footprint. Service Rate Analysis, Fort Lauderdale, FL Lisa assisted in the preparation of the final report that compared the solid waste services currently being provided by the city with other cities having similar characteristics as Ft. Lauderdale. The analysis identified the solid waste service levels being provided, associated sources of funding, and the rate and fee structures. Recycling Alternatives Analysis, Lakeland, FL Lisa is conducting a recycling alternatives analysis for the city to show side-by-side comparisons of six different recycling collection systems. North Miami Beach, Florida Response to RFP # 2012-20, Solid Waste and Recycling Services Assessment Section E, Résumés Maureen Schaefer Senior Research Analyst Maureen Schaefer joined KCI in 2008, where she specializes in research, program development and systems analysis. Maureen has more than 27 years of experience in business management, financial analysis, administration, and human resources. Prior to joining KCI, Maureen was a Business Development Analyst in the Government Sector for Achieve Global. Projects in which she has assisted are summarized below. Review of Solid Waste Management Alternatives – Phase I, Charleston County, SC Maureen assisted with an independent audit of the county’s waste stream and practices. She conducted a survey of municipalities within the county in order to establish an understanding of their residential and commercial waste collection practices. She also conducted research and drafted issue papers in support of an evaluation of waste diversion and disposal options and emerging technologies.
