104.25.1 Concealed Work: The Building Official or his/her<br />

duly authorized representative and/or Fire Marshal/Fire<br />

Code Official or his/her duly authorized representative may<br />

order portions <strong>of</strong> the structural frame <strong>of</strong> a building and/or<br />

structure to be exposed for inspection when, in his/her opinion,<br />

there is a good reason to believe that a building or portion<br />

there<strong>of</strong> is in an unsafe or dangerous condition or that<br />

there is willful or negligent concealment <strong>of</strong> a violation <strong>of</strong><br />

this Code, the Fire Protection Provisions <strong>of</strong> this Code, the<br />

FFPC, and all Fire Codes.<br />

104.26 Inspections. Reserved.<br />

104.27 Identification. Reserved.<br />

104.28 Right <strong>of</strong> Entry. Upon presentation <strong>of</strong> proper credentials,<br />

the Building Official or his/her duly authorized representative or<br />

the Fire Chief/Fire Marshal/Fire Code Official or his/her duly<br />

authorized representative may enter, at any reasonable time, any<br />

building, structure or premises for the purpose <strong>of</strong> making any<br />

inspection or investigation, which under the provisions <strong>of</strong> this<br />

Code, Fire Protection Provisions <strong>of</strong> this Code and the FFPC with<br />

the Exception to private dwelling units.<br />

104.32 Alternative materials, design and methods <strong>of</strong> construction<br />

and equipment.<br />

The provisions <strong>of</strong> the technical codes are not intended to prevent<br />

the installation <strong>of</strong> any material or to prohibit any design or<br />

method <strong>of</strong> construction not specifically prescribed by this Code,<br />

provided any such alternative has been reviewed by the Building<br />

Official and/or Fire Marshal/Fire Code Official (according to the<br />

Fire Protection Provisions <strong>of</strong> this Code and the FFPC). An<br />

alternative material, design or method <strong>of</strong> construction shall be<br />

approved where the Building Official and/or Fire Marshal/Fire<br />

Code Official (according to the Fire Protection Provisions <strong>of</strong> this<br />

Code and the FFPC) finds that the proposed design is satisfactory<br />

and complies with the intent <strong>of</strong> the provisions <strong>of</strong> this code, and<br />

that the material, method or work <strong>of</strong>fered is for the purpose<br />

intended is at least the equivalent <strong>of</strong> that prescribed in the<br />

technical codes in quality, strength, effectiveness, fire resistance,<br />

durability and safety. Where alternate life safety systems are<br />

designed, the “SFPE Engineering Guide to Performance-Based<br />

Fire Protection Analysis and Design <strong>of</strong> Buildings,” or other<br />

methods approved by the Building Official and/or Fire Marshal/Fire<br />

Code Official (according to the Fire Protection<br />

Provisions <strong>of</strong> this Code and the FFPC) may be used. The<br />

Building Official and/or Fire Marshal/Fire Code <strong>of</strong>ficial<br />

(according to the Fire Protection Provisions <strong>of</strong> this Code and the<br />

FFPC) shall require that sufficient evidence or pro<strong>of</strong> be submitted<br />

to substantiate any claim made regarding the alternative.<br />

104.32.1 Research reports. Supporting data, where necessary<br />

to assist in the approval <strong>of</strong> materials or assemblies not<br />

specifically provided for in this Code, shall consist <strong>of</strong> valid<br />

research reports from approved sources.<br />

104.32.2 Tests: Whenever there is insufficient evidence <strong>of</strong><br />

compliance with the provisions <strong>of</strong> this Code, or evidence<br />

that a material or method does not conform to the requirements<br />

<strong>of</strong> this Code, or in order to substantiate claims for<br />

alternative materials or methods, the Building Official shall<br />

have the authority to require tests as evidence <strong>of</strong> compliance<br />

to be made at no expense to the jurisdiction. Test methods<br />

shall be as specified in this Code or by other recognized test<br />

standards. In the absence <strong>of</strong> recognized and accepted test<br />

methods, the building <strong>of</strong>ficial shall approve the testing procedures.<br />

Tests shall be performed by an approved agency.<br />

Reports <strong>of</strong> such tests shall be retained by the Building Official<br />

for the period required for retention <strong>of</strong> public records.<br />

104.32.3 Accessibility. Alternate designs and technologies<br />

for providing access to and usability <strong>of</strong> a facility for persons<br />

with disabilities shall be in accordance with provisions <strong>of</strong> the<br />

FBC, Accessibility.<br />

104.33.4 Alternative method for swimming pools and spas<br />

with the installation <strong>of</strong> 15-volt or less swimming pools and<br />

spa lights or no light, perimeter <strong>of</strong> the swimming pool and<br />

spa surfaces and equipotential grid (single #8 AWG wire).<br />

104.33.4.1 Perimeter surfaces and equipotential<br />

bonding grid (single #8 AWG wire) includes unpaved<br />

surfaces as well as poured concrete and other types <strong>of</strong><br />

paving. Bonding for perimeter <strong>of</strong> the swimming pool<br />

and spa surfaces shall be installed as follows:<br />

A. Attached to the pool reinforcing steel or copper<br />

conductor grid (single #8 AWG wire) and<br />

B. Buried to a minimum depth <strong>of</strong> (4) four inches<br />

to (6) six inches below grade and<br />

C. Minimum <strong>of</strong> four (4) points uniformly spaced<br />

around the perimeter <strong>of</strong> the swimming pool and spa<br />

(for nonconductive pool shell (fiberglass, etc.),<br />

bonding at four points shall not be required) and<br />

D. Connected to an equipotential bonding grid<br />

(single #8 AWG wire) with a solid copper bare conductor<br />

not smaller than # 8 AWG and<br />

E. Connection shall be made exothermic welding<br />

or by listed pressure connectors or clamps that are<br />

labeled as being suitable for the purpose and are <strong>of</strong><br />

stainless steel, brass, copper or copper alloy and<br />

F. The equipotential bonding grid (single #8<br />

AWG wire) shall extend under paved and unpaved<br />

walking surfaces for (1) one meter ((3) three feet)<br />

horizontally beyond the inside walls <strong>of</strong> the pool. Under<br />

existing conditions, this requirement may be less<br />

than as stated above.<br />

104.33 Standards: The types <strong>of</strong> construction or materials or<br />

methods <strong>of</strong> design referred to in this Code shall be considered as<br />

standards <strong>of</strong> quality and strength. New types <strong>of</strong> construction or<br />
