Based on the revised GDP, <strong>Grenada</strong>’s debt to GDP ratio is now 91.5<br />
percent.<br />
Since assuming <strong>of</strong>fice, we have placed special emphasis on debt<br />
management by ensuring we can mobilize resources in the most costeffective<br />
manner. At present, we are finalizing a debt management strategy.<br />
We will continue to mobilize concessionary financing for various<br />
development projects. In addition, we will continue to make use <strong>of</strong> the<br />
Regional <strong>Government</strong> Securities Market for short term liquidity needs.<br />
Performance <strong>of</strong> VAT and Excise<br />
Mr. Speaker as part <strong>of</strong> a major overhaul <strong>of</strong> the tax system, <strong>Government</strong><br />
implemented VAT and Excise last February. These two taxes served as a<br />
replacement for the General Consumption Tax (GCT), Airline Ticket Tax,<br />
and the Motor Vehicle Purchase Tax.<br />
VAT and Excise Taxes were designed to yield revenues at least equal to<br />
the taxes repealed. In this regard, $164.5 million was approved in the 2010<br />
Estimates <strong>of</strong> Revenue and Expenditure representing 41% <strong>of</strong> recurrent tax<br />
revenue.<br />
I now present the results for the first year <strong>of</strong> implementation:<br />

Total VAT collected was $138 million, $5.2 million short <strong>of</strong> the approved<br />
