5.19 CULTURE AND ENTERTAINMENT INDUSTRIES<br />

<strong>Grenada</strong> is undergoing a cultural revolution that will change our cultural<br />

landscape. We are finalizing a National Cultural Policy and will implement<br />

a diversified Cultural Calendar for the year.<br />

This calendar includes the <strong>Grenada</strong> Independence Festival, a National<br />

Pan Festival, the Spice Island Festival <strong>of</strong> Words and the Camerhogne<br />

Celebration <strong>of</strong> Grenadian Folk Culture.<br />

During the year, we will establish a National Performing Company as well<br />

as Spice Mas Inc., a permanent body to manage Carnival.<br />

5.20 PUBLIC SECTOR MODERNIZATION<br />

<strong>Government</strong> sees public sector transformation as the vehicle to transform<br />

the <strong>Grenada</strong> Public service into a more highly efficient and effective<br />

workforce bringing improved services to all.<br />

The Public Service is one <strong>of</strong> the key sectors in the economy which must<br />

change the way it does business in the face <strong>of</strong> globalization and the economic<br />

downturn. The public sector reform agenda that will be implemented has<br />

as its ultimate goal the transformation <strong>of</strong> the <strong>Grenada</strong> Public Service from<br />

a slow service provider to a high performance workplace.<br />

During <strong>2011</strong>, <strong>Government</strong> will undertake several reform initiatives geared<br />

towards strengthening the public sector’s ability to deliver better and faster<br />

services to the citizens <strong>of</strong> <strong>Grenada</strong>. These include:<br />

• Public Sector Modernization project<br />

• Public Sector Modernization Change Management Programme<br />

• E-<strong>Government</strong> Regional Integration Project<br />

• Strengthening Personnel Expenditures Management<br />

• OECS regional public sector transformation programme (RPSTP)<br />

that ECCB is spearheading<br />
