Programme. This initiative will target young unemployed school leavers<br />

between the ages <strong>of</strong> 16-25 and provide them with a basic monthly stipend,<br />

paid by <strong>Government</strong> while the young person is attached to a private<br />

business, state-owned enterprise or state sponsored programme or activity,<br />

where he or she can acquire work skills and experience.<br />

The intention, Mr. Speaker is to bring 1500 young persons under this<br />

initiative in the first instance striving, as much as possible, to ensure a fair<br />

and equitable distribution <strong>of</strong> opportunity among the fifteen constituencies.<br />

In order to ensure a singular focus, optimize resources and achieve<br />

greater synergies, the young persons currently participating in the Youth<br />

Upliftment Programme will be made a part <strong>of</strong> the Youth Employment<br />

Initiative.<br />

Mr. Speaker, the allocation for this programme is $12.6 million; more than<br />

triple the sum allocated last year.<br />

IV. Improvement in the Business Climate<br />

Mr. Speaker, there is an important nexus between improving the business<br />

climate and job creation. Reforms such as reducing the time to register a<br />

business, clear goods at the Port, pay taxes and receive construction permits<br />

are essential for persons looking to create employment opportunities for<br />

themselves and others.<br />

For the man in the street, doing business reforms are a practical necessity<br />

as they impact, in a direct way, his ability to earn a living for himself and<br />

his family.<br />

For the investor (local and foreign), it is an essential part <strong>of</strong> their<br />

competiveness in a fiercely competitive marketplace.<br />

According to the <strong>2011</strong> Doing Business Report and I quote “A vibrant<br />

Private Sector with firms making investments, creating jobs and<br />

improving productivity promotes growth and improves opportunities for<br />

the poor.” End <strong>of</strong> quote.<br />
