• It ensures that financial impacts in future years are taken into<br />
account when making policy decisions;<br />
• By recognising that most government programmes and services<br />
continue from year to year, it enables line ministries/departments<br />
and Cabinet to focus on the changes to budget allocations such as<br />
new spending proposals or savings options.<br />
The Estimates <strong>of</strong> Revenue and Expenditure will now include an additional<br />
table for the presentation <strong>of</strong> information on programme performance.<br />
We propose to adopt a phased approach to performance reporting as<br />
follows:<br />
• <strong>2011</strong>: Ministries and Departments were asked to identify<br />
performance indicators for each programme;<br />
• 2012: Ministries and Departments will set performance targets for<br />
budget and forward years for each programme; and<br />
• 2013 <strong>Budget</strong>: Ministries and Departments will report on<br />
performance against targets.<br />
5.9 JOB CREATION AND PUBLIC WORKS<br />
Mr. Speaker, our <strong>Government</strong> is deeply concerned about high level <strong>of</strong><br />
unemployment in our Country. As a consequence, we have given special<br />
focus to this issue in our budgets and in our stimulus packages.<br />
There are those who willfully and mischievously peddle the idea that our<br />
unemployment rate stands at 40 percent. We must debunk this fabrication<br />
now!<br />
The July 2008 poverty assessment Report showed that the labour force<br />
<strong>of</strong> <strong>Grenada</strong> at the time <strong>of</strong> the report was approximately 47,581. Of<br />
that amount, 11,859 or 24.9 percent were unemployed and 35,722 were<br />
employed.<br />
