Its development goal is to contribute to the reduction <strong>of</strong> poverty in fifty<br />

(50) rural communities including Carriacou by increasing the income<br />

<strong>of</strong> unemployed youth and self employed men and women in these<br />

communities.<br />

Unlike, G-REP which focused primarily on community infrastructure<br />

projects, this project will focus on supporting livelihoods in rural<br />

communities and will have a strong emphasis on agricultural production,<br />

fishing and food security.<br />

To this end, the project will establish a Rural Investment Fund. This Fund<br />

will have three windows: the Social Window: to finance investment in<br />

critical public infrastructure for production, processing and marketing;<br />

the Enterprise Window: to support business planning, production,<br />

processing and marketing targeted to legally constituted organizations; and<br />

the Productive Window: to provide financing for small scale sustainable<br />

revenue generating initiatives.<br />

Given the scale <strong>of</strong> this project, the project steering committee will include<br />

community based organizations, a representative farmers’ organization<br />

and a financial institution among others.<br />

The headquarters for the project <strong>of</strong>fice will be in St. Patrick, the parish<br />

designated as the poorest parish by the last Poverty Assessment. This<br />

project will be implemented over 6 years and should commence no later<br />

than March <strong>of</strong> this year.<br />

An allocation <strong>of</strong> $1.65 million has been provided for the first year<br />

during which twenty (20) communities will be targeted. The number <strong>of</strong><br />

communities targeted will increase in successive years <strong>of</strong> the project.<br />

<strong>2011</strong> Population and Housing Census<br />

Mr. Speaker, most countries have decided to conduct their round <strong>of</strong><br />

Population and Housing Censuses in 2010 or <strong>2011</strong>. <strong>Grenada</strong> will conduct<br />

its Census <strong>of</strong> Population and Housing this year with May 12 to be<br />

designated as Census Day.<br />
