to physically share the same learning space in order for courses to be<br />

delivered.<br />

This connectivity and equipment will be installed in the first quarter <strong>of</strong><br />

this year.<br />

Mr. Speaker, this is a welcome development. As a practical matter, it will<br />

allow students in St. Patrick and Carriacou to stay in their parish and or the<br />

sister isle and receive instruction thereby eliminating costly bus and boat<br />

fares to travel to St. George’s for certain courses.<br />

Outsourcing <strong>of</strong> <strong>Government</strong> IT Services<br />

The existing <strong>Government</strong> IT architecture and service delivery leave much<br />

to be desired. Indeed, they are completely at odds with <strong>Government</strong>’s<br />

decision to regard and leverage ICT both as an agent <strong>of</strong> transformation and<br />

as a transformational sector in and <strong>of</strong> itself.<br />

In an effort to change this situation, the <strong>Government</strong> <strong>of</strong> <strong>Grenada</strong> has<br />

decided to consolidate and spin out its IT organization into a new IT<br />

services company and outsource its IT services to this new company.<br />

This will be a public-private partnership and the outsourced services will<br />

include managed IT services, IT infrastructure management, managed<br />

network security services, connectivity solutions, data center services and<br />

the programme management <strong>of</strong> telephony services.<br />

With the <strong>Government</strong> as a major customer, the new company will have the<br />

ability to establish an optimized service delivery model, strong partnerships<br />

with technology vendors, alliances with other service providers such as<br />

Lime, Digicel and Flow. It will also improve the focus and capabilities<br />

<strong>of</strong> the staff - all <strong>of</strong> which are important building blocks necessary to<br />

improve competitiveness and attract large local, regional and international<br />

customers.<br />

This initiative is also expected to provide the following direct benefits to<br />

the <strong>Government</strong> <strong>of</strong> <strong>Grenada</strong>:<br />
